Article 4 The municipal and county (district) people's governments shall strengthen the organization and leadership of rural cleaning work, incorporate rural cleaning into the national economic and social development plan, and incorporate the required funds into the fiscal budget at the same level.

The municipal and county (district) people’s governments should formulate policies and measures according to the needs of rural cleanliness, establish long-term mechanisms, and coordinate the construction of domestic waste, production and domestic sewage, construction waste, and agricultural waste in accordance with local conditions. Article 5 The agricultural and rural departments of the municipal and county (district) people's governments shall formulate implementation plans and specific measures to promote rural cleaning work, and be responsible for the overall coordination, service guidance, and supervision and inspection of rural cleaning work.

Relevant departments such as rural revitalization, natural resources and planning, housing and urban-rural construction, ecological environment, development and reform, health, education and sports, transportation, water affairs, forestry and grassland of people's governments at or above the county level shall, in accordance with their respective responsibilities Do a good job in cleaning the countryside. Article 7 The village (resident) committee shall formulate a rural cleaning management system through village rules and regulations (residents' covenant), and assist the township (town) people's government and sub-district offices to do a good job in rural cleaning work within their area. Article 8 The operators and managers of rural markets, public activity venues, food production and operation, livestock and poultry breeding, waste collection points, garbage transfer stations, garbage disposal sites, inns, restaurants, supermarkets, hotels and other places shall Formulate an environmental sanitation cleaning and disinfection work system, and implement prevention and control measures for vector organisms such as rats, cockroaches, flies, and mosquitoes. Article 9 Villagers (residents) are responsible for the cleaning of their residential courtyards, in front of and behind their houses, and fields, woodlands, orchards, ponds, etc. contracted for use or management.

Encourage villagers (residents) to actively participate in rural cleaning public welfare activities. Article 10: People's governments at all levels should implement domestic waste classification according to local conditions, and gradually realize the reduction, resource utilization and harmlessness of rural domestic waste treatment.

People's governments at all levels and village (resident) committees may entrust market entities to be responsible for the cleaning, collection, transfer and processing of rural domestic garbage.

The collection, transfer and processing of domestic waste should comply with relevant laws, regulations and technical specifications, and relevant units and individuals should take effective measures to prevent scattering, loss and leakage. Article 11: County (district), township (town) people's governments and sub-district offices shall make overall plans to promote the harmless renovation and construction of rural public toilets and household toilets.

When rural housing is newly built, renovated or expanded, sanitary household toilets must be built. Article 12 The agricultural and rural departments of the people's governments at or above the county level shall promote agricultural clean production technologies such as ecological agriculture, green plant protection and comprehensive utilization of agricultural waste, improve the level of comprehensive utilization of crop straw, and promote the improvement of the agricultural environment.

People engaged in agricultural planting should apply chemical fertilizers and pesticides scientifically and rationally, use high-efficiency, low-toxicity and low-residue pesticides and degradable and harmless agricultural films, and promptly and safely dispose of fertilizer and pesticide packaging, agricultural films, seedling trays and other agricultural products. Waste.

Encourage the construction of compostable waste treatment facilities that meet standards and utilize compostable waste as resources. Villagers (residents) are encouraged to dispose of compostable waste on-site and nearby by methods such as direct return to fields, composting, and biogas production.

Article 13 Rural livestock and poultry farms and breeding communities should build supporting facilities for pollution prevention and control and ensure normal operation, encourage the implementation of a recycling model combining planting and breeding, and realize the on-site resource utilization of livestock and poultry manure, sewage and other wastes.

Encourage free-range livestock and poultry farmers to separate humans and animals, keep poultry and livestock in captivity, and use methods such as returning manure to fields to comprehensively utilize livestock and poultry breeding waste.

Specialized livestock and poultry breeding households and casual livestock and poultry farmers should collect, store and clean up livestock and poultry manure, sewage, etc. in a timely manner and must not pollute the environment. Article 14 The municipal and county (district) people's governments shall scientifically delineate construction waste collection sites or temporary storage sites for construction waste according to local conditions, and take measures to regulate and supervise the disposal of rural construction waste.

Encourage the resource utilization of construction waste. Construction waste can be disposed of by the waste generator by reusing or burying it nearby, but it must not affect the interests of others and the public, and must not damage the environment; if it is indeed not possible to dispose of it by itself, it should be disposed of in the city or county Construction waste collection sites or temporary storage sites for construction waste designated by the (district) people's government.
