I. Organizational leadership and division of labor
Directed training of non-commissioned officers to recruit, under the leadership of the provincial conscription work leading group and the provincial college admissions committee, the provincial conscription office, the provincial education examination institute, the conscription army and the recruiting colleges and universities will do a good job in related work. Candidates who apply for the orientation training of noncommissioned officers must be ordinary high school graduates who took the national unified entrance examination for ordinary colleges and universities in 20021year, and they are not over 20 years old (born after August of 3 1 year), unmarried, and their political and physical conditions are implemented with reference to the provisions on recruiting conscripts.
Third, the enrollment plan
Twenty-six local higher vocational colleges across the country have recruited non-commissioned officers 1267 (including women officers 17, see annex 1 for details). Four, enrollment procedures and methods
Directed training of non-commissioned officers will be included in the unified entrance examination for colleges and universities nationwide, and the current relevant admission policies in Gansu Province will be implemented. Municipalities (states) recruitment offices, education examination enrollment institutions from the education, public security, health and other departments to deploy staff, the establishment of a joint office mechanism, responsible for the local directional training of non-commissioned officers physical examination and political assessment.
(1) Publicity and registration
City (state) education examination enrollment institutions, enrollment offices, Lanzhou Vocational and Technical College of Resources and Environment and ordinary high schools should do a good job in the directional training of non-commissioned officers, and introduce candidates, teachers and parents to the conditions, procedures, majors, quantity, training objectives, treatment, future work direction and other related information of the directional training of non-commissioned officers by issuing brochures, releasing information and consulting.
(2) Voluntary reporting
Candidates who apply for directional training of non-commissioned officers will fill in the college entrance examination volunteers in the Q area of higher vocational colleges (specialties) and fill in the "direct recruitment of non-commissioned officers" major in the corresponding universities. Parallel volunteer is adopted for the investment. Candidates can fill in the volunteers of 9 institutions, and each institution can fill in 6 majors. 1 The majors are subject to the adjustment option (if there are less than 6 institutions, they can fill in according to the actual situation). Time for volunteering: from 20:00 on June 25th to 20:00 on June 27th. (3) Physical examination
The physical examination for the orientation training of noncommissioned officers was organized by the conscription offices of cities (states) from July 6 to 9 according to the Standards for Physical Examination of Citizens to be Recruited and the Measures for Physical Examination of Citizens to be Recruited, and the specific time was determined by the conscription offices of cities (states) according to the number of candidates. Specific procedures:
1. Determine the medical examiner.
The Provincial Education Examinations Institute will determine the physical examination objects according to the order of candidates' willingness and test scores from high to low, and provide the information of the physical examination objects (name, gender, nationality, household registration, ID number, home address, contact number, etc.) according to the number of enrollment plans (the actual situation is less than 4 times). ) Go to the provincial admissions office before June 28th.
2. Inform candidates to report for duty
Before June 30, the provincial conscription office will distinguish the domicile of the medical examination object according to the list provided by the Provincial Education Examinations Institute, and distribute the list to the conscription offices of cities (states); On July 1 day, the city (state) recruitment offices will notify the candidates one by one, check their names, household registration places, ID numbers and other information, and inform them of the time, place and matters needing attention. If the candidates can't be contacted due to incorrect contact information, downtime and other reasons, and if they don't report on time, they will be deemed to have given up automatically, and the notice should be recorded; Candidates are required to bring their ID card, admission ticket and three bareheaded photos with a red background of 1 inch (see Annex 2 for registration locations and contact information of cities and states).
3. Organize physical examination
Municipalities (states) conscription offices shall, jointly with the health departments at the same level, choose public general hospitals at or above the second level or qualified public professional medical institutions to set up medical examination stations, strictly implement epidemic prevention and control and "closed" medical examination requirements, uniformly use the online conscription medical examination system to organize medical examinations, arrange female medical examinations for boys after the medical examination is completed, and report the specific opening hours of each unit to the Provincial Conscription Office in a timely manner.
4. Publish the conclusion in time.
After the physical examination and interview, the list of qualified personnel for physical examination and interview shall be publicized in public places and major media which are convenient for the masses to obtain information, and the publicity time shall not be less than 5 days.
(4) Interview
The interview work is organized by the Provincial Conscription Office in a unified way, and it is conducted by means of centralized training and scribing and grouping. According to the number of interviewers in different places, each city and state has 1-3 evaluation groups with 3 people in each group. Interviews are mainly about conscription and universities, and military service organs participate. The interview will be organized together on the day of physical examination, and the venue will be determined by each military division (garrison area) and arranged at the place of physical examination or psychological examination. According to the Interview Form for Recruiting Non-commissioned Officers in Directional Training (see Annex 3), the scores are divided into qualified and unqualified, and the candidates are informed of the results in time to explain the reasons for the unqualified. (5) Political evaluation

(6) Online publicity
Before July 2 1, the municipal (state) admissions offices will report the candidates' physical examination, political examination and interview conclusions to the provincial admissions office; From July 24th to 28th, publicity will be conducted by relying on the Provincial Education Examinations Institute. If the candidates or parents disagree with the conclusion, the city (state) conscription office will designate a special person to reply. Before August 1, the municipal (state) admissions office will submit the publicized list of three qualified candidates for physical examination, political examination and interview to the provincial admissions office. Before August 5th, the Provincial Recruitment Office will provide the data of qualified candidates to the Provincial Education Examinations Institute (see Annex 4 for the database structure).
(7) Admission

(8) Supplement
Vacancies arising from the elimination of training objects or insufficient admission should be supplemented by qualified students of the same grade and major before the end of each year. Colleges and universities conduct preliminary examinations on students' physical examination, medical history investigation, politics and study, and recommend the best candidates for training; The military service organs will organize physical examination, political assessment and interview in accordance with the regulations, and select the best candidates for training.

The orientation training of non-commissioned officers lasts for 3 years, and after graduation, they get a college degree. (A) Teaching management
Colleges and universities should set up separate classes with no more than 50 students in each class. (3) Graduation

After enrolling in the army, the trainees will complete the enlistment training and pre-job professional training in military training institutions, and the related work will be incorporated into the annual military training plan and organized and implemented in a unified way.

Seven. Appointment and treatment
After the internship, the enlisted noncommissioned officers shall be awarded ranks by their units according to the prescribed authority, and the first service time, ranks and related treatment shall be implemented in accordance with the relevant regulations of the state and the army. Allowances shall be paid according to the standards of conscripts and recruits after being approved for enlistment and before being awarded the rank for the first time.
Eight. Capital guarantee
The funds needed for publicity, physical examination, political assessment and interview in the directional training of non-commissioned officers shall be paid from the annual military service collection fee, and shall be allocated and distributed by the provincial military region after the recruitment work. The funds for running schools, tuition fees and living allowances for students to be trained in institutions of higher learning shall be implemented in accordance with relevant state policies and regulations. Candidates participate in physical examination, interview, round-trip travel expenses and accommodation expenses.

During the physical examination and interview, candidates should be instructed to wear masks and do personal protection. (4) Pay close attention to the implementation of the work.
Military service organs should conscientiously perform their leading duties, establish a joint office mechanism, and coordinate the implementation of various tasks. Education and enrollment departments should take advantage of the favorable opportunity of the college entrance examination to fill in their volunteers, increase the publicity of enrollment policies and regulations, and encourage students to actively register. At the military and civilian levels, we must resolutely implement the provisions of the party's work style and clean government building system, smooth the supervision and reporting telephone numbers, and accept the supervision of candidates, parents and society throughout the process; Admissions staff at all levels should enhance their awareness of law and discipline and self-discipline, resolutely prevent and put an end to unhealthy practices in enrollment work, and resolutely investigate and deal with problems such as accepting money and things, asking for bribes and accepting bribes according to law.
