When was the sixteen-character policy of school safety management put forward? Please help me.

At present, there are about 420,000 primary and secondary schools and 90,000 teaching points in China, with about 200 million primary and secondary school students. The safety and health of every student affects the hearts of hundreds of millions of families and parents. The leaders of the CPC Central Committee and the State Council attached great importance to the safety work in primary and secondary schools, and immediately gave instructions every time a safety accident occurred, requiring us to do a good job in safety management in primary and secondary schools and educate students on safety.

The leaders of the CPC Central Committee and the State Council pay close attention to the safety and safe growth of teenagers. On June 29th, 2009, we promulgated the newly revised Compulsory Education Law. The newly revised Compulsory Education Law consists of eight chapters and 63 articles, four of which are specifically aimed at the safety of primary and secondary school students: Article 16, Article 23, Article 24 and Article 52 respectively.

Combined with the requirements of the newly revised Compulsory Education Law on safety education and safety management, the Ministry of Education organized experts, principals of primary and secondary schools, educational administrators and relevant comrades of ten ministries and commissions. After nearly two years of discussion, drafting and revision, the ten ministries and commissions countersigned them and issued them in the form of ministerial orders of ten ministries and commissions. It is the first normative document on the safety management of primary and secondary schools in China-the Measures for the Safety Management of Kindergartens in Primary and Secondary Schools (hereinafter referred to as the Measures).

(A) school safety management policy

From the perspective of school safety management, the policy of school safety management is sixteen words, active prevention, management according to law, social participation and responsibility.

1. The safety work of primary and secondary schools is to prevent, actively and scientifically find out the law of safety accidents of primary and secondary school students, and do a good job in advance to prevent accidents.

2. The safety of primary and secondary schools should be managed according to law. Now there is a compulsory education law, which contains four provisions on safety. The measures we promulgated also belong to laws and regulations, so they should be managed according to law.

3. The safety work in primary and secondary schools is not only a matter for schools, but also a matter for class teachers and teachers. It is a matter for the whole society, including public security, transportation, culture, industry and commerce, health and other departments, as well as all sectors of society, including parents. It is impossible for schools to do this work well alone, and the whole society should participate.

4. The "Measures" also stipulate what responsibilities, obligations and work each department should undertake in the safety work of primary and secondary schools, which are very clear. Responsibility, * * * do a good job, this is the 16-character policy of doing a good job in school safety.
