Article 4: Every spring and autumn are the voluntary tree planting seasons for the entire city. Each county (district) determines the specific compulsory tree planting time based on local climate conditions. Article 5: Municipal, county (district) people's governments shall incorporate voluntary tree planting work into national economic and social development plans. Funds related to voluntary tree planting should be included in the annual fiscal budget. Article 6 Units within the administrative region of this city shall organize and carry out voluntary tree planting activities in accordance with the arrangements of the forestry and grassland administrative departments of the city and county (district) where they are located, and complete the voluntary tree planting tasks of the unit and its staff.

Male citizens aged 18 to 60 years old and female citizens aged 18 to 55 years old (including temporary residents who have lived for more than one year) within the administrative area of ????this city, unless they have lost the ability to work In addition, in accordance with the provisions of these Regulations, each person shall fulfill the obligation to plant no less than three trees per year, or complete other tasks related to voluntary tree planting with a corresponding amount of labor.

Citizens of other ages are encouraged to voluntarily participate in tree planting activities within their ability based on actual conditions. Article 7: Municipal and county (district) greening committees shall uniformly lead the voluntary tree planting work within their respective administrative regions.

The municipal and county (district) forestry and grassland administrative departments are responsible for the planning, implementation, guidance and supervision of voluntary tree planting in their respective administrative areas:

(1) Organize the drafting of national obligations The overall tree planting plan and work plan shall be submitted to the greening committee at the same level for approval before being organized for implementation;

(2) Guiding, supervising and inspecting work related to voluntary tree planting for all;

(3) Organizing all sectors of society Carry out voluntary tree planting activities such as planting commemorative trees and creating commemorative forests;

(4) Organize and carry out tree planting technology research and promote the application of new technologies;

Article 8 The municipal and county (district) forestry and grassland administrative departments shall, in accordance with the principles of science, economy, suitability and good greening benefits, conduct quarantine of voluntary tree planting seedlings and determine the source and type of seedlings. Article 9: Municipal, county (district) natural resources and planning, water affairs, electric power, transportation and other relevant departments shall do a good job in ensuring the planning of voluntary tree planting areas, hydropower facilities, road traffic construction and other guarantees. Article 10: Television, radio, the Internet, newspapers and other media should carry out publicity and education on laws, regulations and policies regarding compulsory tree planting for all people through news reports, public service advertisements, text, pictures, videos and other forms.

Primary and middle schools should conduct compulsory tree planting education in conjunction with labor practice classes. Article 11: Township (town) people's governments, villagers committees, and community management committees are responsible for organizing and coordinating voluntary tree planting in rural areas and religious sites. Encourage planting of trees in suitable areas such as around temples, villages, in front of and behind houses. Article 12 The township (town) people's government, sub-district office or industry association shall organize urban residents, individual industrial and commercial operators and other personnel who do not have a place of residence to participate in voluntary tree planting activities. Article 13 The municipal and county (district) people's governments encourage qualified units and individuals to establish voluntary tree planting bases with an area of ??no less than 30 acres in land or areas with clear ownership and suitable for forestation outside the urban planning area. Article 14 The municipal and county (district) forestry and grassland administrative departments shall establish an electronic registration card system for voluntary tree planting. Register the voluntary tree planting status of units and individuals within the administrative region, and issue electronic certificates of national voluntary tree planting responsibility to units and individuals who have completed their tree planting obligations for the current year.

Article 15 The obligation to plant trees can be fulfilled in the following ways:

(1) Directly participate in activities related to tree planting such as planting or cultivating trees and shrubs, preparing land, digging holes, etc.;

( 2) Carry out weeding, impurity removal, watering, loosening and fertilizing, pruning and other maintenance activities for trees and shrubs;

(3) Participate in activities to protect biodiversity and wildlife habitats, Work to repair degraded or damaged natural ecological functions of land;

(4) Planting trees and shrubs in designated places, or naming designated trees or shrubs, in the form of investing labor or donating funds for labor. Non-titled conservation;

(5) Build forest roads, fire breaks, irrigation channels, etc.;

(6) Participate in voluntary tree planting public welfare activities, or provide relevant science education Volunteer service;

(7) Voluntary donation of funds and materials for national voluntary tree planting activities;

(8) Other responsible methods related to voluntary tree planting. Article 16 Each unit shall report the completion of voluntary tree planting by the unit and its staff to the municipal, county (district) forestry and grassland administrative department on time every year, and accept inspection and acceptance to confirm the completion of the tree planting task. For those who fulfill their tree planting obligations in the form of afforestation, if the survival rate of seedlings is not less than 90%, the task will be considered completed. If the obligation to plant trees is fulfilled in other forms, it shall be confirmed by the forestry and grassland administrative department according to the specific circumstances.
