The pressure on rivers is increasing, and the river pollution problems such as industrial wastewater and domestic garbage are becoming more and more serious. 1 Problems in river management

1. 1 River management is not in place.

With the establishment of relevant national laws and regulations and management system, large and small rivers have been under the same management of several departments for a long time, forming a management pattern of overlapping functions, poor coordination and inadequate implementation of responsibilities, which is embodied in the excessive discharge of pollutants by major rivers in urban areas and small tributaries in remote areas, the illegal discharge of garbage, the pollution of river water and ecology, the artificial destruction of river banks and river landscape facilities, the lighting of weeds and vegetables in rivers, and the climbing of flowers and trees in riverside green belts. Although the Regulations on River Management, the Law on the Prevention and Control of Water Pollution and the Regulations on the Administration of Urban Public Facilities are all expressly stipulated, similar incidents still emerge one after another, which is difficult to eradicate. The reason is that the management is not unified, the management responsibility is not implemented, the management measures are not connected, and the relevant departments are fragmented, which restricts the management of rivers according to law.

1.2 The river is seriously polluted.

Some people are not aware of environmental protection. They discharge sewage into rivers, dump domestic garbage and construction garbage, discard animal carcasses and pile up plant straws. , making the river a "place to hide evil and accept evil", polluting the river, destroying the aquatic environment, endangering the ecological health of the river and inducing various diseases. Health and environmental protection related units are single in propaganda and passive in work, failing to stop all kinds of behaviors and events that endanger the river, further aggravating the phenomenon of dirty, chaotic and poor river.

1.3 Urbanization has impacted the regulation and management of river courses.

In order to solve the land needed for the renovation and upgrading of urban housing, urban infrastructure and public facilities, local governments are scrambling to wage war on rivers and illegally occupy beaches, waters, bank protection and berms. Moreover, the construction standard is not high, which reduces the flood control capacity of cities and towns, violates the regulatory laws and the approval procedures of river-related projects, and has an impact on the management of rivers according to law.

1.4 Reclamation around the river lightens the responsibility of river management.

In recent years, some areas have not considered the geographical conditions of damaged land, nor have they demonstrated the feasibility of reclamation. They borrowed the national land reclamation policy and funds, reclaimed land from rivers in violation of natural laws, relocated people, occupied revetment and dike protection and extended into rivers, which made the floodplain wetlands shrink, accelerated the process of river swamping, made it difficult to regulate and store surface runoff, declined aquatic animal and plant resources, and destroyed houses in flood season, which seriously weakened the performance of river management responsibilities. Without consulting the opinions and suggestions of the water administrative department, and with the support of the local land management department, some village groups in Xinduo River area have reclaimed the beaches of the tributaries of Xinduo River on a large scale, expanded the cultivated land area of village groups and built villagers' houses. A flood in the flood season caused the newly built cement road to collapse, the foundation of the newly built house to sink, cracks appeared in the wall, and the reclaimed land was covered with sand and gravel.

2 Measures and methods adopted

River regulation is a comprehensive livelihood work related to the progress of social civilization and people's livelihood, involving water conservancy, land, urban construction, environmental protection, sanitation, greening, enterprises and other aspects. In order to achieve the goal of river management, the key is to fully implement the laws and regulations on river management, and the premise is to consciously perform departmental responsibilities, carry out construction according to law, take the overall situation into account and cooperate closely.

2. 1 The responsibility system shall be implemented for river management.

Establish a river management mechanism in which the top leaders of local governments take overall responsibility, the main party and government leaders in the areas where rivers flow, the local water administrative departments are responsible for organizing and implementing, and the relevant departments of local governments cooperate closely. Establish a communication system between the city, county (district) river management institutions and the relevant government departments where the river flows, study and analyze the problems existing in river management, exchange and discuss effective measures for river management, arrange and deploy the next stage of river management tasks, and cooperate with each other and coordinate the communication mechanism. The establishment of sewage treatment and discharge target management and river "dirty, chaotic and poor" governance responsibility system, environmental protection, sanitation, urban construction and other relevant departments to perform their duties of supervision mechanism. Implement the task of river management, consolidate the responsibility of river management, strengthen river management, avoid the occurrence of illegal cases such as unauthorized construction, indiscriminate digging and dumping, and put an end to the bad behavior style of relevant functional departments such as lax law enforcement, impunity, slacking, and poor cooperation. Reform water rights, expand investment in sewage treatment and purification technology, strive to discharge runoff sewage, village sewage, enterprise sewage and urban sewage up to standard, reduce river water pollution and purify river water quality. Greening river banks, clearing weeds, cleaning up river garbage, cleaning up river sanitation, investigating and dealing with vicious illegal cases such as encroaching on river beds to build farmhouses, dumping muck into rivers, etc., are all carried out with the strong cooperation of the district government, the district environmental sanitation office, the district land and resources bureau and the district law enforcement brigade.

2.2 Protect the river ecological environment according to law.

In terms of river-related project construction, urban public facilities layout, infrastructure construction, river bank greening, river landscape design, river-related project construction review and supervision, the water administrative department should strengthen management, take river management laws and regulations as the criterion, take the protection of river water environment as the ultimate goal, highlight the ecological function of the river, and embody the concept of "harmony between people and water". Do not occupy river wetlands, waters, beaches, do not destroy ecological forests, and build high starting points and high standards in advance. The water administrative department may, according to the natural conditions of the river, suggest that the government establish a special river cleaning team in towns and counties, divide the cleaning responsibility areas, implement the cleaning responsibility through public bidding, and be responsible for the cleaning and management of the river surface, banks, green belts and landscape facilities in the responsibility areas. Urban areas should be included in the management of urban landscape sanitation, and at the same time accept the supervision and inspection of river management institutions, so as to achieve no garbage and floating objects on the water surface, no large area of aquatic plants in the water, and no garbage on the embankment surface. Adhere to the safety inspection of river revetments, dikes and river-related engineering facilities, dismantle illegal river-related buildings in time, rebuild river-related engineering facilities and buildings that do not meet the engineering safety requirements within a time limit, and create conditions for river safety and flood control. Adhere to the safety inspection of river-related projects, and strive for construction units and construction enterprises to carry out construction in accordance with the approval procedures, technical standards and river management regulations of river-related projects. And build dikes, revetments and engineering facilities related to rivers.

2.3.5 Improvement of river management system

With the economic construction and social development, the diversity of river functions is becoming increasingly obvious. River management agencies should not stick to the rules, but should keep pace with the times. According to the current situation, they should actively formulate and promulgate relevant laws and regulations such as "Measures for the Management of River Sanitation and Cleaning" and "Regulations on the Cleaning of Water Source Protection Areas", so as to block the lack of river management, make up for the shortcomings of management, and eliminate the anachronism, so as to meet the needs of river management under the new situation. Strengthen publicity and education, and constantly improve the quality of citizens, based on the regular publicity of river management regulations by major media, various mass gatherings and important activities. Set up publicity signs in prominent positions in cities and towns to guide the masses to consciously abide by the laws and regulations on river management. We should pay attention to the role of the news media in public opinion supervision, expose illegal acts and events in a timely manner, and investigate and report the situation. Set up a report telephone, hire a voluntary supervisor, and collect opinions and suggestions on river management. Dispose trash cans and garbage bins in the sections of major rivers in cities and towns, cultivate civilized behavior habits and living habits, enhance the awareness of protecting water environment, and effectively promote the formation of participation mechanism in river regulation.
