The Historical Evolution of Hai 'an County

Haian has a long history and is the source of Nantong's jianghai culture. The excavation and research of Qingdun site in Nanmo show that there were people living in the west of Hai 'an County as early as the Neolithic Age more than 5,000 years ago.

During the Xia, Shang and Zhou Dynasties, Hai 'an area belonged to Jiuyi (Huaiyi). Yu divides the world into Kyushu and Hai 'an is the territory of Yangzhou. From Zhou Wuwang to Zhou Yuanwang, Hai 'an area belongs to the State of Wu. During the Spring and Autumn Period and the Warring States Period, Hai 'an and several surrounding counties were called "Haiyang". Rugao, Hai 'an and Taizhou belong to the Wu State, and the place name is Yun, which is located in the area of Lifaqiao in Hai 'an City.

In three years (the first 473 years), wuyue was destroyed and Hai 'an became more prosperous.

In the thirty-fifth year of Zhou Xian (334 BC), the State of Chu perished, and Hai 'an became the territory of the State of Chu. After Qin unified China, Hai 'an belonged to Guangling County and Donghai County. At the beginning of Han Dynasty, it belonged to Dongyang County and Dong Chu. The fifth year (the first 202 years) belonged to Chu, the second year to Jing and the twelfth year to Wu. Han Jingdi belonged to Jiangdu for three years (before 154). In the sixth year of Emperor founding ceremony of the Han Dynasty (1 17), Linhuai County was established, which governed 29 counties, and Hai 'an belonged to Hailing County (see page 1589 of Hanshu). In the fifth year of the Han and Yuan Dynasties (before 106), Linhuai County belonged to Xuzhou Secretariat Department. In the Eastern Han Dynasty, Hai 'an was still the land of Hailing County. In the eighteenth year of Emperor Xian of Han Dynasty, Cao Cao abandoned Hailing County. During the Three Kingdoms period, Lv Dai of Wu returned to Hailing County. Hailing County was still established in the first year of Taikang in the Western Jin Dynasty (280), belonging to Guangling County of Xuzhou.

According to the Records of History of Song Dynasty (1055), Minutes of Yu Fang and Records of Haian County in Xianfeng, Guangling County was established in the seventh year of Emperor Xi of Jin 'an (4 1 1 year), which governed Jianling, Linjiang, Rugao, Ninghai, Grape and other counties. Both Rugao County Records and Yu Fang Minutes of the Republic of China recorded that Ninghai County was in the north of Rugao County. Xian Feng Hai 'an County Chronicle thinks that Ninghai County is now Hai 'an County, and Hai 'an County Chronicle (1997 edition) also adopts this theory. The location of its county governance is ominous, and it is difficult to examine the county territory in detail. In fact, judging from the map of the Eastern Jin Dynasty in the fourth episode of Atlas of Chinese History, Ninghai County is larger than Hai 'an today, and not only a part of Hai 'an today is in its territory, but also Jingjiang and Taixing today are all in its territory, showing a southwest-northeast trend. In the seventh year of the Southern Song Dynasty (47 1), Ming Di established Xinping County, which governed Jiangyin and Hai 'an counties (according to Song Shu 1058). The abridged version of Ci Hai 1999 (1 12 1) is described as "Hai 'an County in Southern Song Dynasty, which was abandoned in Tang Dynasty. "In the fifth year of Qi Yongming (487), Xinping County was abolished and Jichang and Hai 'an counties were established (Xian Feng Hai 'an County Records).

At this time, the county seat of Hai 'an County is now Hai 'an Town. At this time, the map of Ninghai County is marked with Rugao, Jingjiang and Taixing in the west, which may be somewhat inaccurate. Hai 'an County was soon abolished (the time is unknown), and its territory still belongs to Ninghai County. From the Eastern Jin Dynasty to the Sui Dynasty, Ninghai County continued to exist and its jurisdiction changed. In the first year of Zheng Xuan in the Northern Dynasty (578), Putao County (now Rugao Baipu) was abolished, and Linjiang County (now Rugao Shizhuang) was merged into Ninghai County. In the ninth year of Emperor Kai of Sui Dynasty (589), Rugao County was also incorporated into Ninghai County. Ninghai county at this time includes Hai 'an, Rugao and areas outside the southeast and southwest of Rugao. In the first year of Wude in Tang Dynasty (6 17), Ninghai County was renamed Wuling County. Soon Ninghai County was merged into Hailing County. In the second year of Tang Zhongzong Jinglong (708), Hai 'an County was located in the east of Hailing County, and the county was located in Hai 'an Town, namely Rugao County at that time. Due to seawater intrusion, the eastern part of Hai 'an County was submerged by seawater, so Hai 'an County was merged into Hailing County again in the tenth year of Emperor Xuanzong of the Tang Dynasty (722) and belonged to Yangzhou. A few decades later, in 766 (the first year of Tang Dali), Li from Huainan built a flood control weir between Yancheng (now Huai 'an) in Chuzhou and Hailing in Yangzhou, with a total length of 142 miles, named Changfeng weir. Changfeng weir was built repeatedly in later generations, which played an important role in ensuring the safety of life and property of coastal residents in northern Jiangsu.

In the middle and late Tang Dynasty, Hai 'an still belonged to Hailing County. During the Five Dynasties and Ten Kingdoms period, Jinghai Hospital was established in the east of Hailing County. In the Southern Tang Dynasty, Hailing was promoted to Taizhou. In the fifth year of Xiande in the latter Zhou Dynasty (958), Taizhou and other places were under the jurisdiction of the latter Zhou Dynasty, and Hailing County was a Yong ying in Taizhou, the capital of Yangzhou. During the Song and Yuan Dynasties, most of Hai 'an area belonged to Hailing County, and Hai 'an Town was one of the important towns in Hailing County. The affiliation of Hailing County has changed. 1967, Song Taizu was in the Taizhou Army of Huainan Road (the road was changed to Huainan Road in three years). In the second year of Song Tianbao (1024), Fan Zhongyan became the salt official of Xixi (now Dongtai), and led more than 40,000 soldiers to build a seawall (from Miaowan to Tiecha) to protect the coastal farmland of Hai 'an and Dongtai from seawater intrusion. Song Shenzong Xining five years (1022), Haian changed to Huainan East Road. The Southern Song Dynasty still belongs to Taizhou. Yuan Shizu was located in Taizhou Road in the 14th year of Zhiyuan (1277), belonging to Hailing and Rugao counties. Hailing County governs Hai 'an Town and Jiaoxiechang, and belongs to Jianghuai Zhongshu Province. In the 21st year of Yuan Dynasty, Taizhou Road General Administration was changed to Taizhou, which belonged to Yangzhou Road Middle School General Administration in Jianghuai and other places. In the twenty-third year of Zhiyuan, Jianghuai and other places were changed to Jiangbei and other places in Henan Province.

Hailing County entered Taizhou in the first year of Hongwu in the Ming Dynasty (1368), belonging to Yangzhou Prefecture in Zhongshu Province of Zhili, and Yangzhou Prefecture in Nanjing in the second year of Yongle in the Ming Dynasty (1404), and Haian Town and Xichang Field belonged to Taizhou. In the third year of Qing Shunzhi (1645), Taizhou was under the jurisdiction of Yangzhou prefecture, the secretary of South China. In the second year of Yongzheng in Qing Dynasty (1724), it was under the jurisdiction of Jiangsu Ministry of Foreign Affairs. In the twenty-five years of Qing Qianlong (1760), it was under the Ministry of Foreign Affairs of Jiangning. In the thirty-third year of Long Chao, Dongtai County was located in the northeast of Taizhou. So far, the southeast of Hai 'an County is in Rugao County, the north is in Dongtai County, and the middle, west and southwest still belong to Taizhou. In February, Yazhou, Qunan and Hainan in Tai County were divided into Hai 'an County, and the east, north and Mibai of Hai 'an County were divided into Tai County. In May, Xichang and Qiaokou 2 districts of Dongtai County were placed under Hai 'an County, and Tainan, Shiyan and Qindong 3 districts of Hai 'an were placed under Dongtai. In June, Dongtai Bao Li was divided into Hai 'an County. At this time, the layout of Hai 'an was the same as that in June 1946, which governed six districts, namely Bao Li, Xichang, Bokou, Hai 'an, Hainan, Yazhou, Qunan, Qutang, Ji Hu, Shagang and Qiuhu. At that time, the layout was 65,438.866, and the eastern end of the county was Jiaoxie Town, bordering Rudong County. At the western end is Jinyang Village in Shagang, bordering Dongtai and Taixian. At the southwest end is Cliff Zhou Ya Bay Village, bordering Taixing; The southern end of Jinzhuang Village (now Yazhou Town) borders Rugao County; At the northern end is Fenghuang Village (now Duntou Town), bordering Dongtai County.

In 2000, Hai 'an County merged some towns again, and the original 18 town and 16 town were changed to 14 town and 15 town. Haian County governs 14 towns, 2 12 administrative villages and 5 state-owned farms, with a total area of 1 12 square kilometers.
