Anti-Spy Security Measures in Guizhou Province

The Measures for the Security of Anti-Spy in Guizhou Province (hereinafter referred to as the Measures) was deliberated and adopted at the102nd executive meeting of the provincial people's government on February 29th, 2002, promulgated by DecreeNo. 205th of the people's government of Guizhou Province, and officially implemented since February 25th, 2022. The implementation of the Measures is of great significance to further strengthen and standardize the anti-espionage security work in our province, implement the anti-espionage security responsibility and safeguard national security.

How does the Measures stipulate the security responsibility of anti-espionage?

First, the state security organs shall provide professional guidance, supervision and inspection on anti-espionage security work carried out by organs, public organizations, enterprises, institutions and other social organizations according to law, and establish anti-espionage security cooperation mechanisms with relevant departments. Second, the people's governments at or above the county level should strengthen leadership, study and solve major problems in anti-espionage security work, and implement the responsibility system for anti-espionage security work. Third, the town street will incorporate anti-spyware security into the governance mechanism of "one center, one network and ten households". Fourth, the relevant departments should fulfill their anti-espionage safety supervision and management responsibilities as required, clarify the anti-espionage safety requirements of their own systems and fields, and guide and urge key units of their own units to fulfill their anti-espionage safety obligations. Fifth, organs, organizations, enterprises, institutions and other social organizations bear the main responsibility of their own anti-espionage security work.

How does the Measures stipulate anti-spyware security precautions?

First, the national security organs comprehensively use big data, Internet, artificial intelligence, blockchain and other technologies to promote the informationization and intelligence of anti-spyware security. Two, the main unit of anti-spyware security responsibility should carry out anti-spyware security education and training, daily management, suspicious situation reporting, cooperation with specialized agencies, emergency handling and other work. Third, on the basis of fulfilling their general obligations, key anti-espionage security units should also improve their systems, clarify their responsibilities, strengthen daily prevention management, do a good job in safety precautions abroad, conduct regular education and training, implement technical preventive measures, and conduct regular self-inspection of their work. Fourth, the maintenance of network security and data security is highlighted, and it is clear that key information infrastructure operators should take anti-spyware security measures to prevent and stop espionage activities such as overseas network attacks, network intrusions and network theft.

What are the provisions of the Measures for citizens or individuals in anti-espionage security?

The first is to stipulate that citizens should fulfill five specific anti-espionage security obligations. Second, it is clear that if the personal and property safety of citizens or their close relatives is endangered or threatened by assisting in anti-espionage work, the state security organs shall, in conjunction with relevant departments, take protective measures according to law. Third, if the information and clues of suspected espionage reported by citizens and individuals are verified, or have made significant contributions to preventing and stopping espionage, or made other outstanding contributions to anti-espionage security, they shall be commended and rewarded in accordance with the relevant provisions of the state and the province. Fourth, it is stipulated that the state security organs should strictly keep confidential the informants, and shall not disclose or divulge their personal information in any way without their consent.
