At the same time, efforts should be made to optimize the four structures: first, optimize the industrial structure, and continue to promote the resolution of excess capacity, elimination of backward production capacity, rectification of "scattered pollution" enterprises, emission standards of industrial enterprises, and ultra-low emission transformation of industries such as steel and thermal power; Second, optimize the energy structure, intensify the elimination of substandard small coal-fired thermal power units, promote the elimination and transformation of small coal-fired boilers, steadily promote rural residents to change coal to gas and coal to electricity, and strive to develop clean energy; The third is to optimize the transportation structure, promote the transformation from road transportation to railway transportation, carry out special rectification of excessive emission of diesel trucks, continue to promote the elimination of yellow-label vehicles and old vehicles, and develop new energy vehicles; Fourth, optimize the land use structure, continue to vigorously carry out afforestation, grass planting and other greening actions, focus on rectifying open-pit mining, control dust on traffic roads and construction sites, and do a good job in prohibiting burning straw.

Li said that the blue sky defense war should continue to strengthen the support of law enforcement supervision, inter-regional joint prevention and control, scientific and technological innovation, publicity and guidance, and rely on innovative technologies and social forces to join this tough battle, and finally achieve the goals of further significant decline in PM2.5 concentration, significant reduction in heavy pollution days, significant improvement in atmospheric environmental quality, and significant enhancement of people's blue sky happiness.

Resolutely promote the rural loose coal to coal to gas, coal to electricity.

Li said that coal-to-gas and coal-to-electricity have made great contributions to smog control, but they are mainly aimed at rural households burning loose coal, not industrial coal. Cleaning and heating in winter in the northern region is an important decision-making arrangement for smog control, which should be unswervingly promoted.

He introduced that 1 ton of loose coal is equivalent to 15 ton of electric coal, and there are 50 million to 60 million tons of loose coal in 28 cities in Beijing, Tianjin and Hebei and surrounding areas, accounting for a considerable proportion of pollution emissions. Changing coal into gas and coal into electricity plays a very important role in improving the quality of atmospheric environment.

In response to the "gas shortage" last winter, he said that in June 5438+February last year, the Ministry of Environmental Protection organized more than 2,000 people to go to Beijing, Tianjin and Hebei and 28 cities in the surrounding areas to carry out a major inspection. It was found that a small number of villagers who changed coal to gas did have insufficient heating in their homes, and urged them to solve it in time.

He said that from last year's experience, the proportion of civil coal to gas is not high. He said that natural gas is a scarce resource in general, but its value is different when used in different fields and aspects. At present and in the future, natural gas is the most valuable way of changing coal into gas and heating, which not only brings environmental benefits, but also brings good social benefits. Ordinary people want natural gas to enter the family, making cooking and bathing more convenient and improving the quality of life.

He said that promoting clean heating in winter in the northern region is an important decision-making arrangement for the central government to control smog and prevent air pollution. We must unswervingly push forward and do a good job.
