Eighth individuals are not allowed to install and use satellite ground receiving facilities without authorization. If there are special circumstances, individuals really need to install and use satellite ground receiving facilities and meet the licensing conditions stipulated by the administrative department of radio and television in the State Council, they must apply to the unit where they work, and report to the administrative department of radio and television of the people's government of the province, autonomous region or municipality directly under the Central Government for examination and approval with the consent of the administrative department of radio and television of the local county or municipal people's government.

Tenth in violation of the provisions, unauthorized production of satellite ground receiving facilities or production enterprises not in accordance with the provisions of the sale to the installation service institutions established according to law, by the competent department of industrial products production license shall be ordered to stop production and sales. Whoever, in violation of the provisions of these regulations, sells satellite ground receiving facilities without authorization shall be ordered by the market supervision and management department to stop selling and confiscate its satellite ground receiving facilities, and may be fined less than 2 times the sales amount. Whoever, in violation of regulations, installs and uses satellite ground receiving facilities without authorization shall be confiscated by the administrative department of radio and television, and may impose a fine of not more than 5,000 yuan on individuals and not more than 50,000 yuan on units.
