2. With villages (communities), residential areas, factories, enterprises, public institutions, etc. as units, a closed-loop management of "no people leaving the area and strictly prohibiting gathering" is implemented. Residents of this unit must present valid certificates (certificates) Outsiders are not allowed to enter without approval; residents are in principle at home, and each household can arrange for one person to go out to buy daily necessities every two days on the premise of strict personal protection.
