Based on the actual situation of our school (hereinafter referred to as Party A), we have signed this traffic safety responsibility with the school bus party (hereinafter referred to as Party B). 1. The car owner who participates in our school’s school bus is the owner and driver of the vehicle (the school bus party, hereinafter referred to as Party B).
2. The vehicle number provided by Party B is:. 3. The school bus provided by Party B cannot be a scrapped vehicle, a fake vehicle, a vehicle with fake annual inspection or a vehicle that has not been inspected annually . Vehicles must comply with national safety standards, have complete procedures, and must hold various legal documents to ensure that school buses can move smoothly and pick up students smoothly. Otherwise, all consequences, legal and economic responsibilities arising therefrom shall be borne by Party B (including safety accidents, impounded vehicles, fines, licenses, detained documents, etc.). In addition, copies of all legal documents of Party B shall be handed over to the school for safekeeping.
IV. Party B must have 1-2 on-board personnel on board the vehicle every day, responsible for the order and safety of students when they get on and off the bus, cross the road and drive. (Note: The on-board personnel must carefully fill out the on-board record and submit it to the on-duty teacher for verification before they can drive away).
5. During the pick-up and drop-off process, if the time is delayed due to vehicle breakdown or other reasons, Party B must find a car to pick up the students on time. Party B shall not pay students travel expenses to return to school or go home on their own, let alone abandon the students. Regardless, Party B will be responsible for any adverse consequences or economic security responsibilities arising therefrom.
6. Party B shall pick up and drop off students according to the designated route and pick-up and drop-off points, and shall not change the route and pick-up and drop-off points without authorization. If there are any changes, it will be decided by the school leader; Party B should safely return to the designated pick-up point, and students must not be missed or dropped off before arriving at the pick-up point. Otherwise, Party B will be responsible for all adverse consequences.
7. Party B has the responsibility and obligation to deal with emergencies during the pick-up and drop-off period. (1) When any illegal behavior that infringes upon the personal or property safety of students occurs during the process of picking up or dropping off students, promptly take measures to protect the students and report to the public security organs in a timely manner; (2) When a vehicle traffic accident occurs, promptly take rescue measures , protect the scene and report to relevant departments. If there is an emergency and the incident is ignored and left unchecked, Party B will be held legally responsible.
8. During the pick-up and drop-off hours, Party B’s driver shall drive in a civilized and safe manner, and shall not beat, scold or insult students, or quarrel with students or parents. Keep the inside and outside of the carriage clean, ensure that the vehicle equipment and facilities are complete and effective, and must be equipped with effective fire-extinguishing equipment.
9. If the driver violates regulations or operates improperly during the pick-up and drop-off process, causing an accident, the driver or owner of the vehicle shall bear all economic losses and legal liability. It is strictly prohibited to drive under the influence of alcohol, smoke while driving, make phone calls, talk to others, or drive fast.
10. The vehicles provided by Party B will pick up and drop off students at the time and route specified by Party A every day to ensure that students can go to and from school normally. During the pick-up and drop-off process, if a car breakdown occurs, Party B must transfer other qualified vehicles for pick-up and drop-off, and Party B will be responsible for the cost.
11. During the pick-up and drop-off process, if all documents and procedures are complete, if traffic rules are violated, and the driver intentionally violates the rules or fails to bring all relevant documents, the fine will be borne by Party B; in the event of overloading, the traffic police will Party B will be responsible for all departmental certificate deductions and fines.
12. Party B shall pay RMB 3,000 (¥3,000 yuan) to Party A as a risk deposit. If Party B fails to comply with this letter of responsibility while acting as a school bus pick-up and drop-off vehicle, Party A will not refund Party B's risk Security deposit.
13. Party A has the right to supervise the condition of the vehicle provided by Party B. If the vehicle is excessively damaged or does not meet safety standards, Party A has the right to terminate the school bus service qualification at any time.
14. Party A has the right to bring vehicles and school bus drivers into the unified management of school administration and obey the deployment. Party B must participate in safety learning and other meetings organized by Party A on time and implement them in place. Failure to attend the meetings will result in deductions. 20 yuan/time.
15. Party A has the right to post promotional slogans and company logos that Party A deems necessary on the body of the vehicle provided by Party B.
16. Party B must stop the school bus at the designated location of the school 10 minutes in advance and conduct safety inspections before departure.

2. Responsibilities of the vehicle owner

(2) Strictly abide by relevant regulations to ensure the safety of school buses.
1. The driver must be qualified to drive a school bus; have good ideological quality and strong safety awareness. Actively participate in safety education and business training organized by relevant departments to improve professional skills.
2. School bus drivers shall undergo inspection by the traffic management department of the public security organ every year.
3. School bus drivers should abide by road traffic safety laws and regulations, drive safely and in a civilized manner in strict accordance with motor vehicle road traffic rules and driving operation specifications.
4. Before driving a school bus on the road, school bus drivers should check whether the school bus’s brakes, steering, exterior lighting, tires, safety doors, seats, seat belts, etc. meet the safety technical requirements. You are not allowed to drive a school bus that poses a safety hazard.
5. School bus drivers are not allowed to refuel the vehicle when the school bus is carrying students, and are not allowed to leave the driver's seat before the school bus engine is turned off.
6. The maximum speed of a school bus carrying students on ordinary roads shall not exceed 60 kilometers per hour; it shall not drive on sharp curves, steep slopes, narrow roads, narrow bridges, ice, snow, muddy roads, or in fog. In low-visibility weather conditions such as rain, snow, sand, hail, etc., the maximum speed shall not exceed 20 kilometers per hour.
7. The number of people on a school bus shall not exceed the approved number, and the number of passengers shall not be exceeded for any reason.

10. Students are not allowed to ride in the co-pilot seat of a school bus; when a school bus is transporting students, no one other than the driver and on-board caregiver is allowed to ride.
11. Students getting on and off the school bus should stop at the school bus stop. Road sections without stops can stop at the bus transportation platform. When a school bus stops on the road to pick up or drop off students, it should stop on the right side of the road, turn on the hazard warning flashers, and turn on the parking sign.
(3) Implement on-board care personnel to ensure the safety of students on the bus.
The vehicle owner should arrange for caretakers to accompany the school bus to take care of the students throughout the journey. Responsibilities of on-board attendants:
1. When students get on and off the bus, guide and direct students under the bus to maintain the order of getting on and off the bus.
2. If it is found that the driver is not qualified to drive a school bus, drinks alcohol, drives under the influence of alcohol, or is seriously unwell, or has an overcrowded school bus or other circumstances that obviously hinder driving safety, the school bus will be stopped from operating.
3. Count the number of students on the bus, help and guide students to sit down safely and fasten their seat belts. After confirming that the door is closed, signal the driver to start the school bus.
4. Prevent students from leaving their seats and other dangerous behaviors while the school bus is running.
5. Verify the number of students getting off the bus and confirm that all students on the bus have left the bus before you can leave the bus.
6. Actively participate in training and learning organized by the school and relevant departments.
(4) Handle sudden traffic accidents promptly and properly.
When a traffic accident occurs on a school bus, the driver and on-board attendants should immediately call the police and set up warning signs.
If it is dangerous for students to remain in the school bus, the on-board care personnel should evacuate the students to a safe area and promptly contact the school, the vehicle owner, and the student's guardian to handle follow-up matters.
Other matters not covered shall be carried out in accordance with the "School Bus Safety Management Regulations" and relevant regulations of superiors.
This responsibility letter is made in quadruplicate. The school bus service school and the vehicle owner each hold one copy, and the central school and the Municipal Education Bureau each keep one copy for record. If the above regulations are violated, the vehicle owner and driver will be dealt with according to relevant regulations. If a safety accident is caused, the vehicle owner shall bear full responsibility.
