1 Preparation work before the overhaul. One month before the start of the overhaul, the maintenance workers, temporary workers, outsourcing workers and other personnel participating in the overhaul must take the "Safety Regulations" examination to ensure that they hold certificates when they are on duty. Conduct "Safety Regulations" inspections on maintenance personnel participating in the overhaul; for each production workshop participating in the overhaul, an "overhaul mobilization meeting" must be organized before the overhaul to organize employees to learn various maintenance plans and safety assessment regulations during the overhaul systems, etc., so that all personnel participating in the overhaul can achieve "I want safety, I understand safety, and I know how to be safe" in the maintenance plan and safety assessment rules and regulations. Preparatory work before the overhaul includes: (1) The factory department establishes an overhaul headquarters and issues an overhaul notice. (2) Issue the "In-Maintenance Safety Management Regulations", "Overhaul Project and Plan Progress Flow Chart", "Overhaul Safety Assessment Rules", "Overhaul Safety Supervision and Inspection System" and "Overhaul Civilized Construction Standards", etc. (3) Develop corresponding safety measures for non-standard projects and obtain approval from relevant departments. (4) The electric power tools, safety tools, and lifting equipment used in the overhaul shall be tested according to the test standards. Experiment reports, certificates, and ledgers must be kept. (5) Various grounding wires, signs, and warning slogans are in good condition. 2 System isolation must strictly implement the "three tickets and three systems". In accordance with the requirements and measures of "work tickets, operation tickets, and operation safety measures tickets", the corresponding equipment must be hung with "occupied work", "no switching", and "no fireworks" , "No Passage", "Prevent Falling Objects from Height" and other warning signs, and lock them. Make good use of guardrails, nets, belts, etc. 3 Control of key safety points during the overhaul process 3.1 Control the safety of the operation process Before starting work, organize relevant personnel to learn the items and measures of the overhaul work, and fill in the "Operation Safety Measures Ticket", work content, staff list, and safety precautions and analysis of on-site danger points. 3.2 Management of temporary power supply during construction. Temporary power supply boxes for unit overhaul must be carefully inspected, and damaged or unqualified power supply boxes must be repaired and replaced. Establish a registration book for temporary power supply connection and removal for unit overhaul, and set up a professional electrician group to be responsible for the connection and removal of temporary power supply for overhaul. 3.3 Standardize lifting operations. The clasps, wire ropes, cranes, lifting hoists, reverse chains, etc. of each lifting equipment must be inspected and tested according to standards before use, and a ledger must be established. Records must be kept and a "qualification certificate" must be affixed. A load test is required for temporary lifting. For major lifting operations, accurate load calculations and experiments are required. The lifting operation department must fill in the "Lifting Operation Application Form" 2 days in advance and obtain approval from the relevant departments of the factory overhaul headquarters before lifting operations can be carried out. Lifting operations should be directed and operated by professionals. 3.4 Acceptance of control scaffolding (1) A multi-person working platform with a distance of more than 3m from the ground should be inspected and accepted by professionals from the factory overhaul headquarters. (2) Platforms that are less than 3m above the ground and have a small number of people should be inspected and accepted by professionals from the user department. (3) The acceptance of the scaffolding after the erection is completed. If it is more than 3m above the ground, it must be inspected and accepted by the department's safety and technical personnel. The department shall fill in the acceptance contact notice. After the safety supervision department and the biotechnology department jointly inspect and pass the inspection, the "scaffolding" will be issued. "Inspection Certificate" is affixed to the scaffolding. Below 3m from the ground, after the department safety and technical personnel have passed the inspection, fill out the "Scaffolding Inspection Certificate" and paste it on the scaffolding. 3.5 Strengthen the management of on-site wells, pits, holes, holes and temporary fences. Safety fences and protective nets should be installed on wells, pits, holes and temporary fences that are opened and dismantled during overhaul and maintenance work, and warnings should be set up at night. Turn on the lights and hang a "Safety Warning" sign. 3.6 Management of flammable and explosive items (1) During overhaul work, many flammable items are used on site, such as oxygen cylinders, acetylene cylinders, gasoline, kerosene, etc. These items should be placed separately, such as oxygen bottles and acetylene bottles. Empty and full bottles should be placed separately. Gasoline and kerosene should be kept away from fire and should be kept and registered and distributed by dedicated personnel. (2) When performing fire work in fire prevention equipment and fire prohibited areas, such as oil systems, pulverized coal equipment, hydrogen cooling units, hydrogen systems, etc., a "fire work ticket" must be obtained and various fire prevention measures must be taken .
