Article 1 The special fund for gas control focuses on mine ventilation system, gas extraction system, mine fire prevention and extinguishing system, comprehensive dust control system, safety monitoring system and supporting power supply system. The special fund for gas control shall be extracted according to each ton of coal 15 yuan, and strict examination shall be conducted to ensure the extraction and rational use of funds. Article 2 Each mine must be equipped with a full-time general defense deputy chief engineer, and the high outburst mine should be gradually equipped with a geological survey deputy chief engineer. Ventilation work area and safety production department should be equipped with professional and technical personnel for general prevention. The minimum education level is secondary school, and their majors must match. Strengthen staff training and strive to improve the quality of "one ventilation and three prevention" personnel. All new "One Ventilation and Three Preventions" personnel should have a minimum technical school or high school graduation education, and the number should meet the needs of gas control. Article 3 Active personnel measures shall be taken to ensure the stability of ventilation professionals in coal and gas outburst mines, high gas mines and low gas mines in high gas areas. When mobilizing the professionals of "One Ventilation and Three Preventions", the organization department should complete it in time. Article 4 tile inspectors, outburst prevention workers and safety supervisors shall enjoy the first-line treatment of mining, implement the last-place elimination assessment system, and establish a reserve talent pool (the reserve number accounts for 15% of the registered number). Article 5. All mines should carry out professional training on "One Ventilation and Three Preventions" for the current squad leader and district (team) leader of the production and main auxiliary units, and only after passing the examination can they hold relevant certificates; Workers in production and main auxiliary units shall not be the squad leader or district (team) leader without the professional training and examination of "One Ventilation and Three Preventions"; Special types of work must be qualified by the professional training of "One Ventilation and Three Preventions" and hold relevant certificates. Article 6 Each mine must make a comprehensive gas control work plan every year to ensure the pertinence of gas control and realize "one mine, one policy" and "one policy on one side" of gas control. In the last month of each quarter, the general defense system should be reviewed and analyzed in combination with the production arrangement of the next quarter, and the review materials should be reported to the group company for the record. Article 7 The group company and the chief engineer of the mine organize a technical analysis meeting of "One Ventilation and Three Preventions" once a month, put forward solutions to major problems, and form meeting minutes. The mine shall report the minutes of the meeting to the group company in written form for the record. Article 8. Strictly implement the duty system of dispatching monitoring center, and report to the mine duty leader within 5 minutes when the underground gas exceeds the limit, and the duty leader must arrange the treatment in time. Article 9 Establish the concept that gas overrun is an accident, and strictly implement the system of talking about gas overrun and the system of grading, tracing, analyzing and handling. The chief engineer of the mine or the director of safety supervision is responsible for tracing and handling the gas concentration in the airflow and return airflow of the mining face ≥ 1.0% or the gas concentration in the corner of the return airflow of the mining face ≥ 0.8% and less than 1.5%. The mine manager is responsible for tracing and handling the gas concentration in the airflow and return airflow of the mining face ≥ 1.5%, and the tracing and handling results will be filed in the next daily group company. Article 10 When mining a new level, a new mining area and a new coal seam in an outburst mine, the design of the coal mining face and the special design of outburst prevention must be compiled; When designing, we must consider the relationship between gas and geology, formulate a comprehensive gas control plan in advance, make a reasonable production layout, avoid isolated island coal pillar mining, and arrange roadways in stress concentration areas; Gas control projects in high gas areas of coal and gas outburst mines, high gas mines and low gas mines shall be designed, constructed and put into use at the same time with new level, new mining areas and new coal seam mining faces. Article 1 1 According to Article 1 13 of "Coal Mine Safety Regulations", the old mining area with special return air lane must be set up and must be rectified within a time limit. In the mining face with the danger of coal and gas outburst, we must first improve its special return air system to ensure that its return air can directly enter the special return air duct in the mining area, and it is strictly forbidden to cut off the only safe exit of any mining face. Article 12 strictly controls the number of workers in the high outburst area and its system-related areas. The number of workers per shift in each mining area shall comply with the relevant regulations of the group company. When the production layout changes, the mine must re-check the number of employees and report the results to the group company for the record. Article 13 The gas geological map must be compiled in the high-gas area of coal and gas outburst mine, high-gas mine and low-gas mine, which fully reflects the coal seam occurrence, geological structure, gas parameters, roadway layout, outburst prevention measures, safety protection facilities, the position and intensity of coal and gas dynamic phenomena within the scope of mining engineering, and the map should be filled in time according to the actual situation. Article 14. Before all cross-cut coal uncovering and mining faces are put into production, the production mine manager or the person in charge of safety supervision must organize relevant units to conduct on-site acceptance. Failing to meet the specified requirements, it is forbidden to uncover coal and put it into production. Article 15 Before encountering geological structure, rapid change of coal seam occurrence conditions, mining stress superposition area and gas abnormal zone, high outburst mines must formulate "five in one" on-site management measures and seriously organize their implementation (that is, geologists strengthen geological prediction and provide forecast data in time; When the driller finds abnormal gas emission during drilling, he should stop immediately and report it in time. Tunneling construction personnel shall stop working immediately when they find abnormal geology, ground pressure and gas; When the monitoring personnel determine that the gas exceeds the limit, immediately cut off the power supply of the tunneling roadway and its return air system; When tile inspectors find abnormal gas, they will evacuate people immediately. Article 16. Measures should be taken to strictly control the stratum and geological structure of the outburst coal seam in the roadway driven by the roof and floor of the outburst coal seam, especially in the roadway driven by the normal distance of the outburst coal seam less than 20 meters. In the roadway driving, a geological exploration drilling control layer should be constructed every 100 meters (which can also be properly encrypted according to the changes of the coal seam and structure) to prevent abnormal gas emission or accidental penetration of the outburst coal seam. Article 17. Early warning of transforming non-outburst coal seam into outburst coal seam. In the process of uncovering coal in non-outburst coal seam and driving coal roadway, there are some situations, such as drilling suction, drilling clamping, hole spraying and abnormal gas emission. , the construction of the area must be stopped immediately, the person in charge of the site should report to the mine operation department, and the mine must report to the group company in time. Article 18 tunneling faces adopt the technology of pumping before digging and pumping while digging. In the heading face with outburst danger, heading face with absolute gas emission greater than 3m3/in, heading face with abnormal gas emission after blasting, heading face with predicted outburst index exceeding the limit, and heading face with crosscut exposing outburst coal seam, continuous deep hole drainage measures should be implemented in the roadway drilling field, and no less than 2 heading holes should be drilled per square meter. Article 19 For drilling construction of coal seam gas extraction, a drilling rig with large drilling capacity and a drilling diameter of not less than 89 mm should be selected. Article 20 Strengthen gas monitoring, and add methane sensors at the following locations: 1, heading face of long-distance coal roadway (semi-coal roadway) in outburst coal seam, and add a methane sensor every 600 meters. 2, mining pressure relief zone, geological structure zone, mining face through the old roadway, goaf, drilling field and other places to add methane sensors determined by the chief engineer of the mine according to the actual situation. Article 2 1 The high gas areas of coal and gas outburst mines, high gas mines and low gas mines shall be led by the electromechanical heads of various mines to realize the power supply equipment of oil-free mines in a planned way and implement real-time monitoring. Article 22 when using local ventilator for air supply, local ventilation design must be carried out. According to the gas emission situation in high gas area of coal and gas outburst mine, high gas mine and low gas mine, high-power counter-rotating local ventilator and its supporting large-diameter double-support air duct should be adopted. Article 23. Each mine must formulate and implement the forced power outage maintenance system for the power supply lines and equipment of underground local fans. Local ventilator shall be managed according to the main ventilator on the ground. All standby local ventilators shall be put into trial operation every day, and the duration shall not be less than 30 minutes. Twenty-fourth establish and improve the communication and prevention management incentive policies. During the year, the mine will put an end to gas, coal dust and spontaneous combustion accidents, and reward mine safety management personnel, cadres above technicians in ventilation work areas and mine safety production departments, and the expenses will be extracted from mine safety incentive funds.
