According to the "Regulations of the Supreme People’s Procuratorate and the Ministry of Public Security on the Standards for Filing and Prosecution of Criminal Cases under the Jurisdiction of Public Security Organs (1)" Seventh Article 13 stipulates that anyone who violates the provisions of the Forest Law and indiscriminately cuts down forests or other trees and is suspected of one of the following circumstances shall be prosecuted:

(1) Indiscriminate cutting of more than ten to twenty cubic meters ;

(2) Indiscriminate felling of more than 500 to 1,000 young trees.

Any violation of the provisions of the Forest Law and any of the following circumstances shall fall into the category of "indiscriminate felling of forests or other trees" stipulated in this article:

(1) Without the approval of the forestry administrative department and Other competent authorities prescribed by law approve and issue a forest felling license, or although holding a forest felling license, violate the time, quantity, tree species or methods specified in the forest felling license, arbitrarily felling forests owned by the unit or the person or Other forest trees;
