Article 3 City appearance and environmental sanitation must be included in urban planning and urban construction and development plans, and coordinated with economic and social development. Article 4 People's governments at all levels and relevant departments and units must vigorously publicize city appearance and environmental sanitation management regulations and scientific knowledge, educate citizens to develop good hygiene habits, and improve citizens' public health ethics and environmental awareness.

People's governments at all levels should pay attention to the construction of city appearance and environmental sanitation workforce. The work of city appearance and sanitation workers should be respected and supported by society. Article 5: City appearance and environmental sanitation work shall implement a standard management system. All management, operations, design, development and other work must be carefully implemented in accordance with the standards promulgated by the state. Chapter 2 City Appearance and Environmental Management Article 6 All buildings and various facilities in the urban area must be kept intact, clean and beautiful. Article 7 Facades along the street and approved advertising boards, galleries, showcases, kiosks, etc. must be regularly maintained and kept clean and beautiful. Advertisements must be posted in public advertising columns. Any posting, writing, or engraving is strictly prohibited. Promotional slogans should be displayed neatly and removed on time. Article 8 It is not allowed to pile up or hang objects that hinder the appearance and hygiene of the city on both sides of the street, on balconies or on the roof. It is not allowed to dump garbage, feces, sewage, open defecation or spitting, and it is not allowed to litter fruits. It is not allowed to pour water or throw rubbish from upstairs such as leather cores, waste paper, cigarette butts and other debris. It is not allowed to damage flowers, trees and guardrails, and it is not allowed to build or set up stalls indiscriminately. Article 9 If a street is occupied with the approval of the competent department, environmental hygiene must be maintained. The construction unit must set up signboards and clean up during construction to ensure the normal removal of garbage and feces and the smooth flow of sewers; the construction site facing the street must set up barriers; the construction site must be completed on schedule and the site leveled. Article 10: If sewage overflows from sewers, toilets, and septic tanks, the relevant departments must immediately repair and clean up the area, and clean the ground. Article 11 The landscaping department and all responsible units must ensure that trees, hedges, flower beds, and lawns are clean and beautiful, and waste generated from cultivation and renovation must be removed at any time. Article 12 All types of driving vehicles must be kept clean and tidy, and no litter must be thrown or leaked. Animal-drawn vehicles must be equipped with manure bags and cleaning tools, and spilled manure and fodder must be cleaned up at any time. Article 13 It is not allowed to raise poultry and livestock without authorization in the urban area. Those raised by scientific research, public security, military and other units due to special needs and with the approval of the competent department must do quarantine, pest control, and cleaning, and must not affect environmental sanitation and the rest of others. Chapter 3 Sweeping and Cleaning Article 14 Main roads and streets are cleaned by professional cleaning teams at night to achieve the "three no's" (no littering, no littering, and no overnight use) and "four cleans" (clean roads and sidewalks) , tree pit clean, water outlet clean) hygiene standards. Key roads and busy streets should be kept clean at all times. Road islands are maintained by the landscaping department. Small streets and alleys are cleaned and cleaned by private cleaners organized by the street. Article 15: Public places such as train stations, bus terminals, parks, cemeteries, shopping malls, exhibition halls, scenic spots, parking lots, and entertainment stadiums shall be cleaned and maintained by their own units. Article 16 All units and residents must establish a sanitation responsibility system, implement the "three guarantees in front of the door" (sanitation, greening, and order), and supervise illegal behaviors such as spitting, littering, sticking, and placing indiscriminately. and restraint. Article 17 The trade market shall be cleaned by dedicated personnel from the industrial and commercial administrative department. Approved retail sales sheds (kiosks), vehicles, and stalls must keep the site clean. Itinerant vendors are not allowed to leave waste anywhere. Article 18 After snowfall, each unit must clear it in time according to the divided areas. Professional and private cleaning teams should work according to their division of labor to clear ice and snow in key areas such as main streets and intersections in a timely manner. Chapter 4 Collection, Transportation and Treatment of Waste Article 19 The collection, transportation and treatment of domestic waste shall be uniformly organized, guided, coordinated and managed by the city appearance and environmental sanitation department. Article 20 Domestic garbage must be dumped at designated locations, and it must be cleaned and cleaned every day in accordance with the cleaning and transportation responsibilities. Domestic garbage accumulated due to traffic obstruction due to construction shall be removed by the construction unit.

Article 21 Garbage generated by industry, construction, commerce, repair, service, scientific research and other units as well as waste generated by various constructions must be collected, transported and disposed of in a timely manner and dumped in designated garbage dumps, and must not be dumped into domestic garbage pools ( barrel). When the unit or individual is unable to clear and handle the waste, they can sign a contract with the environmental sanitation department, and the environmental sanitation department will clean and handle it on their behalf. Article 22: Units and individuals responsible for transporting feces must abide by the time when feces trucks enter and leave the city, clear and transport them in a timely manner, and keep the inside and outside of toilets clean. Without the approval of the environmental sanitation department, no unit or individual may transport the waste without authorization. Each unit's toilets must disinfect themselves or sign a disinfection and sterilization contract with relevant departments. Article 23 Toxic and harmful garbage, sewage, and feces generated by scientific research, education, medical and health, slaughterhouses, and other units must be collected and transported separately and harmlessly disposed of by themselves.

The carcasses of various animals must be deeply buried or cremated at high temperatures in accordance with regulations, and are not allowed to be abandoned arbitrarily.
