Measures for the Administration of Huize Black-necked Crane National Nature Reserve in Yunnan Province

Article 1 In order to strengthen the protection and management of Yunnan Huize Black-necked Crane National Nature Reserve and realize the effective protection and sustainable utilization of natural resources, these Measures are formulated in accordance with the Regulations of People's Republic of China (PRC) Nature Reserve and relevant laws and regulations, combined with the actual situation. Article 2 Units and individuals engaged in activities in Huize Black-necked Crane National Nature Reserve in Yunnan (hereinafter referred to as Nature Reserve) shall abide by these Measures.

Where laws and regulations provide otherwise for the protection of wetlands, wild animals and their habitats, such provisions shall prevail. Article 3 The reserve consists of Da Qiao area and Changhaizi area. The specific scope of protection shall be announced by the Huize County People's Government in accordance with the scope approved by the State Council, and markings, signs, boundary markers and boundary markers shall be set up expressly or according to law.

The nature reserve mainly protects wintering waterfowl such as black-necked cranes and their ecological environment. To supervise and manage activities in the protected areas;

(seven) other duties as prescribed by laws and regulations.

Other departments and relevant township (town) people's governments shall perform their duties according to law. Article 6 Units and individuals have the right to stop, report and accuse acts that damage the ecological environment of protected areas and endanger the protected objects.

Units and individuals that have made outstanding contributions to the protection of protected areas shall be commended or rewarded by the relevant people's governments. Article 7 The planning for the construction of protected areas shall be organized by the Management and Protection Bureau according to the needs of the functions of protected areas and the main protected objects, and shall be implemented after being submitted to the relevant departments for examination and approval in accordance with the relevant provisions of the state. Eighth reserve protection, construction and management funds include:

Special protection and development funds in the financial budget;

The funds for the protection, construction and management of protected areas shall be earmarked. Article 14 The Management and Protection Bureau shall adopt and treat sick or injured wild animals such as black-necked cranes, and properly dispose of dead black-necked cranes. Article 15 The people's governments concerned shall take appropriate protective measures for the migration routes, night habitats and main foraging places of black-necked cranes outside the reserve. Sixteenth protected areas prohibit the following acts:

(a) the construction of production facilities and projects that pollute the environment and destroy resources, and the discharge of pollutants exceeds the standards of the state and these Provisions;

(two) do not throw garbage at designated places, put chemicals harmful to water and aquatic organisms and their wastes and packaging;

(three) new power and communication facilities that are harmful to wild animals such as black-necked cranes;

(four) in violation of the provisions on the use of pesticides, the use of highly toxic, highly toxic and highly residual pesticides and other chemicals on cultivated land;

(five) illegal hunting of wild animals such as black-necked cranes;

(six) reclamation, landfill, occupation of wetlands, without changing the use of wetlands;

(seven) the implementation of tourism activities that are not conducive to the protection of wild animals such as black-necked cranes;

(eight) unauthorized removal or destruction of protective markings, signs, boundary markers and boundary markers;

(9) Black-necked cranes enter the main feeding grounds and night habitats during wintering;

(10) Putting unsafe food into wild animals. Seventeenth core areas and buffer zones prohibit the following acts:

(1) Construction of large-scale livestock and poultry breeding projects;
