Measures for the Administration of Huize Black-necked Crane National Nature Reserve in Yunnan Province

Article 1 In order to strengthen the protection and management of Yunnan Huize Black-necked Crane National Nature Reserve and realize the effective protection and sustainable utilization of natural resources, these Measures are formulated in accordance with the Regulations of People's Republic of China (PRC) Nature Reserve and relevant laws and regulations, combined with the actual situation. Article 2 Units and individuals engaged in activities in Huize Black-necked Crane National Nature Reserve in Yunnan (hereinafter referred to as Nature Reserve) shall abide by these Measures.

Where laws and regulations provide otherwise for the protection of wetlands, wild animals and their habitats, such provisions shall prevail. Article 3 The reserve consists of Da Qiao area and Changhaizi area. The specific scope of protection shall be announced by the Huize County People's Government in accordance with the scope approved by the State Council, and markings, signs, boundary markers and boundary markers shall be set up expressly or according to law.

The nature reserve mainly protects wintering waterfowl such as black-necked cranes and their ecological environment. Article 4 The Huize County People's Government shall incorporate the planning of protected areas into the national economic and social development planning, increase investment in protection funds, implement ecological compensation according to law, carry out comprehensive environmental improvement, and support social forces to participate in the protection activities of protected areas. Fifth city and county environmental protection departments to implement comprehensive supervision and management of protected areas.

Huize Black-necked Crane National Nature Reserve Management and Protection Bureau (hereinafter referred to as the Management and Protection Bureau) is responsible for the protection and management of protected areas and performs the following duties:

(a) to organize publicity and education on the relevant laws, regulations and policies of the protected areas;

(two) to organize the preparation and implementation of special planning such as the planning of protected areas;

(three) to formulate and organize the implementation of protected area management systems and measures;

(4) Organizing scientific research on the protection of black-necked cranes and organizing the implementation of relevant international and domestic cooperation projects;

(five) to organize the monitoring of diseases and habitat environment of birds such as black-necked cranes, and to carry out the investigation of natural resources such as black-necked cranes and their habitats;

To supervise and manage activities in the protected areas;

(seven) other duties as prescribed by laws and regulations.

Other departments and relevant township (town) people's governments shall perform their duties according to law. Article 6 Units and individuals have the right to stop, report and accuse acts that damage the ecological environment of protected areas and endanger the protected objects.

Units and individuals that have made outstanding contributions to the protection of protected areas shall be commended or rewarded by the relevant people's governments. Article 7 The planning for the construction of protected areas shall be organized by the Management and Protection Bureau according to the needs of the functions of protected areas and the main protected objects, and shall be implemented after being submitted to the relevant departments for examination and approval in accordance with the relevant provisions of the state. Eighth reserve protection, construction and management funds include:

Special protection and development funds in the financial budget;

(2) Special grant funds;

③ Daily management of funds;

④ Ecological compensation;

⑤ Social donation;

(6) Other sources of funds.

The funds for the protection, construction and management of protected areas shall be earmarked. Article 9 The Management and Protection Bureau shall, according to the needs of protection, delimit the core area, buffer area and experimental area, as well as the main feeding grounds and night habitats of black-necked cranes in the protected areas. Tenth to enter the protected area to engage in scientific research and teaching activities, it shall apply according to law, and it shall be implemented only after the approval of the Management and Protection Bureau. Article 11 The Management and Protection Bureau shall take effective measures to reduce human activities in the main feeding grounds and night habitats of black-necked cranes during wintering. Twelfth protected areas in Da Qiao reservoir water level should ensure the black-necked crane wintering wetland area and ecological environment.

Business units engaged in hydropower development in protected areas shall pay ecological compensation fees according to regulations. Thirteenth black-necked cranes and other national key protected wild animals that cause damage to crops shall be compensated according to law. Article 14 The Management and Protection Bureau shall adopt and treat sick or injured wild animals such as black-necked cranes, and properly dispose of dead black-necked cranes. Article 15 The people's governments concerned shall take appropriate protective measures for the migration routes, night habitats and main foraging places of black-necked cranes outside the reserve. Sixteenth protected areas prohibit the following acts:

(a) the construction of production facilities and projects that pollute the environment and destroy resources, and the discharge of pollutants exceeds the standards of the state and these Provisions;

(two) do not throw garbage at designated places, put chemicals harmful to water and aquatic organisms and their wastes and packaging;

(three) new power and communication facilities that are harmful to wild animals such as black-necked cranes;

(four) in violation of the provisions on the use of pesticides, the use of highly toxic, highly toxic and highly residual pesticides and other chemicals on cultivated land;

(five) illegal hunting of wild animals such as black-necked cranes;

(six) reclamation, landfill, occupation of wetlands, without changing the use of wetlands;

(seven) the implementation of tourism activities that are not conducive to the protection of wild animals such as black-necked cranes;

(eight) unauthorized removal or destruction of protective markings, signs, boundary markers and boundary markers;

(9) Black-necked cranes enter the main feeding grounds and night habitats during wintering;

(10) Putting unsafe food into wild animals. Seventeenth core areas and buffer zones prohibit the following acts:

(1) Construction of large-scale livestock and poultry breeding projects;

Two, the introduction and planting of alien species without approval;

Construction of production facilities unrelated to protection work;

(4) The black-necked crane flies the drone during the winter.
