(2) Strengthen study and constantly improve professional quality. Law enforcement officers of all units should actively participate in the training of laws and regulations organized by the legal departments of provincial and municipal governments and higher authorities, and actively carry out self-study. Leading bodies at all levels should take the lead in studying relevant laws and regulations, insist on studying at least once every quarter, insist on learning the usage of law, constantly strengthen the concept of legal system, improve the level of administration according to law, organize systematic administrative law enforcement personnel to actively participate in off-the-job training and examinations organized by the municipal legal department, and continuously improve the professional quality and administrative ability of law enforcement personnel.
