Chapter I General Provisions Article 1 In order to protect people's life and health, safeguard personal dignity, carry forward the humanitarian spirit, ensure and standardize the Red Cross Society to perform its duties according to law, and promote the development of the Red Cross cause, these Regulations are formulated in accordance with the provisions of the Law of the People's Republic of China on the Red Cross Society and other relevant laws and administrative regulations, and in light of the actual situation of this province. Article 2 These Regulations shall apply to the Red Cross work and related activities within the administrative area of this province. Article 3 The Red Cross Society at or above the county level is a social relief organization engaged in humanitarian work, and independently carries out its work in accordance with laws, regulations and the articles of association of the China Red Cross Society. Article 4 People's Republic of China (PRC) citizens who recognize the articles of association of the China Red Cross Society and pay membership fees may voluntarily join the Red Cross Society and become individual members of the Red Cross Society.

Enterprises, institutions and relevant organizations may apply to become members of the Red Cross and pay their dues on time.

People's governments at all levels encourage and support natural persons, legal persons and other organizations to participate in the Red Cross voluntary service and support the work of the Red Cross youth in schools. Article 5 The people's governments at or above the county level shall incorporate the Red Cross cause into the national economic and social development plan, support and fund the Red Cross work, and establish a financial guarantee mechanism. The funds for the Red Cross work shall be arranged by the finance at the same level according to the requirements of financial power and expenditure responsibility.

The relevant departments of the people's governments at or above the county level shall support the work of the Red Cross within the scope of their respective duties. Article 6 Under the unified coordination and guidance of the China Red Cross Society, the Provincial Red Cross Society participates in the affairs of the International Red Cross Movement, strengthens exchanges with the Red Cross Society of Hong Kong Special Administrative Region and Macao Special Administrative Region and the Red Cross Society of Taiwan Province Province, and strengthens inter-provincial cooperation. Article 7 The week where World Red Cross Day is held on May 8th every year is the Red Cross Charity Publicity Week of this province. Chapter II Organization Article 9 Red Cross Societies of provinces, districts, cities and counties (cities, districts) shall be established in places at or above the county level according to administrative regions, working institutions and independent accounts shall be established in accordance with regulations, office conditions shall be guaranteed, and full-time staff shall be provided as required.

Towns, streets, schools, medical institutions and other enterprises, institutions and other organizations may establish grass-roots organizations of the Red Cross, provide staff as needed, create conditions for their work, and provide necessary venues for activities and financial guarantee.

The Red Cross Society at a higher level guides the work of the Red Cross Society at a lower level. Article 10 The Red Cross Societies at all levels shall establish a board of directors and a board of supervisors. The Board of Directors and the Board of Supervisors are elected by the general meeting of members, and are responsible for and report their work to the general meeting of members, and accept the supervision of the general meeting of members.

The term of office of the Board of Directors and the Board of Supervisors is five years. Article 14 Grass-roots organizations of the Red Cross are responsible for developing members and volunteers, publicizing and popularizing the knowledge of the Red Cross and people's health, organizing emergency rescue training, and carrying out humanitarian assistance and other activities in line with the purpose of the Red Cross.

Grassroots organizations of the Red Cross should play the role of platforms such as Red Cross Community Service Station, Red Cross Rescue Station, Pok Oi Home, Pok Oi School, Pok Oi Health Center (station) and Red Cross Pension Service Workstation, participate in grassroots governance, and contact and serve grassroots people. Fifteenth Red Cross Societies at all levels shall establish a Red Cross emergency rescue system and a humanitarian rescue mechanism. Provide emergency assistance to the injured and other victims in natural disasters, accidents, public health incidents, social security incidents and other emergencies, and carry out relief activities such as helping the poor, helping the poor, helping the elderly, saving orphans, helping the sick and helping the disabled. Carry out emergency rescue, disaster prevention and avoidance, health and water rescue knowledge popularization, carry out emergency rescue skills training in education, culture, science and technology, sports, highways, railways, civil aviation, mining, construction, electric power, tourism, public security, fire protection and other industries, and organize volunteers to participate in on-site rescue.
