1. What are the conditions for a production enterprise to apply?

Pet food produced by domestic factories is intended to be exported to overseas countries. According to China's Measures for Supervision and Administration of Inspection and Quarantine of Import and Export Feeds and Feed Additives, the General Administration of Customs implements a registration system for export feed production enterprises. Export feed should come from registered export production enterprises. Enterprises should first obtain the Registration Certificate for Inspection and Quarantine of Export Feed Production, Processing and Storage Enterprises through application, and be recommended by the General Administration of Customs to obtain external registration.

Inspection and Quarantine Registration Certificate of Export Feed Production, Processing and Storage Enterprises

An enterprise applying for the Registration Certificate for Inspection and Quarantine of Export Feed Production, Processing and Storage Enterprises shall meet the following four conditions:

1 The site should avoid industrial pollution sources and keep a proper distance from farms, slaughterhouses and residential areas;

2. The layout of the factory building and workshop is reasonable, and the production area is separated from the living area and office area;

5. Have facilities to prevent and control pests (rodents, flies, storage pests, birds, etc.). ).

2. What materials should be submitted for enterprise application?

1 application form for inspection and quarantine registration of export feed production, processing and storage enterprises (with list of products and raw materials to be registered);

2. If the national feed authorities have requirements for examination, production license and product approval number, etc. , they must provide relevant supporting documents for approval;

3. Where should the enterprise apply?

According to the regulations, enterprises should apply to the departments directly under the customs for the establishment of factories.

4. How long will the audit take?

The customs acceptance department shall decide whether to accept the application within 5 days, conduct examination and approval within 20-30 days after acceptance, and notify the applicant enterprise.

At present, under the epidemic situation, most of the customs directly under the central government realize the approval of export feed production and processing enterprises without meeting through the online platform of administrative approval, and guide enterprises to fill in the application information through telephone reservation, e-mail, WeChat and other channels, which greatly improves the accuracy of enterprise declaration and can pass the filing as soon as possible on the same day.

Five, the validity period and annual examination of the certificate

The validity period of the certificate is five years, and the customs conducts annual examination on the registered export production enterprises. Those who pass the annual examination shall indicate the annual examination qualified record on the registration certificate (copy).

6. Do different factories of the same enterprise need to be registered separately?

Export production enterprises belonging to the same enterprise, located in different locations, with independent production lines and quality management systems should apply for registration respectively.

Seven, how to further obtain foreign nationality registration?

If the importing country or region requests to provide a list of registered export production enterprises, it shall be submitted to the General Administration of Customs after being examined and approved by the customs directly under it. The General Administration of Customs shall, after organizing random inspection and evaluation, uniformly recommend it to the competent authorities of the importing country or region and go through relevant procedures.

8. Will on-site audits be conducted abroad?

According to different policies of different countries, some countries will send experts to conduct on-site audits of enterprises.

9. Do export trade enterprises need to put on record?

The customs shall carry out filing management for feed export enterprises, and the export enterprises shall file with the local customs before or during the first inspection.

X. Export data of domestic pet enterprises

By August 20 18, there were 204 registered pet food export enterprises, 452 registered feed additive export enterprises and 696 registered animal feed export enterprises.
