I. Guiding ideology

Conscientiously implement the spirit of the 18th National Congress of the Communist Party of China and the spirit of the (enlarged) meeting of district and state municipal committees, take the spirit of "three strictness and three realities" as the guide, "stress politics, take the overall situation into account and observe rules" as the main line, take "maintaining social stability, administering according to law and optimizing the environment for economic and social development" as the theme, aim at improving the level and efficiency of administration according to law, and focus on solving judicial problems with people's satisfaction as the standard.

Second, the content of the review

(a) the implementation of the "China people's opinion poll solution" and "community correction implementation measures";

(two) the implementation of the major decision-making arrangements of the municipal party committee;

(three) to implement the resolutions and decisions of the Municipal People's Congress and its Standing Committee, study and deal with the deliberation opinions, handle the suggestions, criticisms and opinions of the representatives, and carry out legal publicity and education;

(four) the performance of departmental responsibilities;

(5) improving work style;

(six) other matters to be considered by the Standing Committee of the Municipal People's Congress or the meeting of directors of the Standing Committee of the Municipal People's Congress.

Third, the evaluation steps

It is carried out in four stages:

(1) preparation stage (August 8-1 1)

1, set up a leading organization for appraisal. The establishment of the Municipal Bureau of justice evaluation work leading group, composed of the following members:

Formulate the implementation plan of appraisal work, further clarify the job responsibilities, tasks, time, methods, steps and work requirements, and submit it to the appraisal investigation team of the Standing Committee of the Municipal People's Congress for review and filing.

3. Docking communication. The main person in charge of the Municipal Bureau of Justice contacted the leaders of the appraisal investigation team to understand the purpose, principles, procedures and specific arrangements of the appraisal work, unify their thinking, attach great importance to it, strengthen leadership, cooperate closely, and earnestly do all the preparatory work for the appraisal.

4. Learning and training. Organize all judicial administrative police officers and judicial auxiliary personnel to study the party's relevant principles and policies and relevant laws and regulations, learn the evaluation methods, implementation plans and leadership speeches of the Standing Committee of the Municipal People's Congress, master the principles, methods and procedures of evaluation work, and abide by the requirements, time and discipline of evaluation work.

5. Hold a mobilization meeting for appraisal work. The specific time will be held in due course after docking with the investigation team of the Standing Committee of the Municipal People's Congress.

(2) Investigation stage (August12-August 3 1)

1, carry out self-examination and self-assessment. Hold a mobilization meeting, further study and convey the spirit of the evaluation work conference, arrange and deploy the specific work of evaluation, unify the ideological understanding, clarify the work tasks, and thoroughly investigate the problems according to the requirements and contents of evaluation.

2, report to the Municipal People's Congress Standing Committee review work investigation team. Hold a review meeting, the director reports the main work to the review investigation team, and the review investigation team puts forward specific requirements.

3. Legal knowledge test. By the Municipal People's Congress Review and Investigation Team, all police officers and judicial assistants of the Municipal Bureau of Justice were organized to take a closed-book examination on the knowledge of laws and regulations such as "China People's Opinion Poll Answers" and "Measures for the Implementation of Community Correction". If the make-up exam fails, the Municipal People's Congress review and investigation team shall make suggestions to the meeting of directors of the Standing Committee of the National People's Congress.

4. Collect opinions and feedback. By the Municipal People's Congress appraisal work leading group office to take various forms, solicit opinions and suggestions from people's congresses at all levels and all sectors of society on the work of the Municipal Bureau of Justice, after deliberation by the meeting of directors of the Standing Committee of the Municipal People's Congress, sort out and summarize, and the appraisal work investigation team will feed back to the Municipal Bureau of Justice.

(3) Review stage (September1-September 6)

The Standing Committee of the Municipal People's Congress held a meeting of directors to consider the work report of the Municipal Bureau of Justice and the appraisal investigation report of the appraisal investigation team, organize the appraisal meeting to conduct appraisal, and submit the appraisal opinions and suggestions to the Municipal Bureau of Justice for rectification.

(IV) Rectification stage (September 7-65438+February 6)

1, formulate the rectification plan. Under the guidance of the evaluation and investigation team, according to the opinions and suggestions of the Standing Committee of the Municipal People's Congress, the Municipal Bureau of Justice formulated a rectification plan.

Time limit for completion: September 26th.

2. Seriously implement the rectification. According to the rectification plan, the evaluation leading group of the Municipal Bureau of Justice will supervise the implementation of the rectification of each responsible person to ensure that the existing problems are rectified in place.

3. Write a rectification report. Write a report on the implementation of rectification according to the rectification situation (the rectification report should respond to the opinions of the Standing Committee of the National People's Congress one by one) and submit it to the meeting of directors of the Standing Committee of the Municipal People's Congress for deliberation.

4. Report rectification. The director of the Municipal Bureau of Justice reported the implementation of rectification to the Standing Committee of the Municipal People's Congress. The Standing Committee of the Municipal People's Congress shall organize the satisfaction evaluation of the rectification of the Municipal Bureau of Justice and notify NPC representatives.

Fourth, the job requirements

(1) Unify thinking and attach great importance to it. The appraisal work of the Municipal People's Congress is a favorable opportunity to test the effectiveness of the Municipal Bureau of Justice, promote the change of work style and improve efficiency. All police officers should correct their thinking and treat the appraisal work with a highly responsible attitude to ensure the smooth development of the work.

(2) Careful organization and strict procedures. The Office of the Leading Group for Appraisal Work of the Municipal Bureau of Justice should conscientiously perform its duties, strictly follow the principles, procedures and steps of appraisal work, and do a solid job in appraisal work.

The completion of the assessment work will serve as an important basis for the year-end cadre assessment.
