Construction units engaged in housing construction, municipal infrastructure construction, river regulation, building demolition and other construction units shall register with the competent department responsible for the supervision and management of dust pollution prevention and control.

Construction units should set up hard enclosures at the construction site, and take effective dust prevention and reduction measures such as covering, segmented operations, timed construction, sprinkling water to suppress dust, and washing the ground and vehicles. Construction earthwork, engineering slag, and construction waste should be cleared away in a timely manner; if they are stored on the site, they should be covered with a closed dust-proof net. Engineering residue and construction waste should be treated as resources.

Construction units shall publicize dust pollution prevention and control measures, responsible persons, dust supervision and management departments and other information at the construction site.

For construction land that cannot be started temporarily, the construction unit shall cover the exposed ground; if it exceeds three months, it shall carry out greening, paving or covering.

Article 70 Vehicles transporting bulk and fluid materials such as coal, garbage, slag, sand, earthwork, mortar, etc. shall take sealing or other measures to prevent dust pollution caused by the scattering of materials, and drive according to prescribed routes .

When loading and unloading materials, sealing or spraying should be used to prevent and control dust pollution.

Urban people's governments should strengthen the cleaning and cleaning management of roads, squares, parking lots and other public places, and promote low-dust operation methods such as clean power mechanized cleaning to prevent and control dust pollution.
