..... Choose Jiangyin County as the central area of rural work. In Jiangyin, several villages were selected as the beginning of the work, and Yunchang, Zhangzhou, Shen Xia and Shazhou were selected as the central areas of Jiangyin.

What to do in the central area:

(1) Establish rural Soviet regime (manage food, economy and all administrative affairs, and declare revolutionary discipline);

② Implement land distribution;

③ Organize the Red Army and the Red Guard.

(1) The establishment of rural Soviet regime.

It is time for the peasants in Jiangyin to struggle for the Soviet regime. Rural peasants broke off relations with landlords and gentry bourgeoisie. When there was a spring shortage and loan panic, farmers were at a loss, and we didn't put forward a general solution to let them handle it freely. Find the money and property of the gentry and bourgeoisie respectively. We corrected this phenomenon. First, we established Soviets in Yunchang, Zhangzhou, Shen Xia and Shazhou, and began to confiscate the money and property of the gentry bourgeoisie. We made a comprehensive statistics of the grain and cash in the village, and distributed them appropriately according to the situation of each family to let him spend the spring drought. The fleeing local tyrants and evil gentry are willing to pay the peasants and give the money to the Soviet Union, and the Soviet government will decide to use it according to the actual situation.

② Implement land distribution.

In Yunchang, Zhangzhou, Shen Xia and Shazhou villages, the Soviet government counted all the land in the villages and distributed it according to the calculation of the labor unit, so that farmers could get the land. The land certificate is issued by Su Lianfa, and the bidding method is adopted. When distributing food, whoever owns the land will own the land.

(3) to organize the Red Army and carry out military work.

Try to expand the peasant army in every village. Now it is unorganized and formally organized, and brave elements are recruited according to the orders of the rural Soviet government, thus creating a military force against reactionary resistance. Jiangyin has been implemented well in these four towns and villages, and it has been extended to other villages. Wuxi rural areas should also be clear about the central area, which is close to Jiangyin, Changzhou and Changshu. When the masses get up, they should also allocate land.
