3. Basic conditions and application qualifications for open selection

Outstanding young cadres, non-party cadres, women cadres and minority cadres will be given priority under the same conditions.

(2) Application qualifications: Anyone who holds a position above the director level and meets the above basic conditions can apply. Among them, those who are currently deputy department and bureau-level cadres will not take the written examination but will directly participate in the interview.

1. Director-level positions must have been held for three years (as of July 2006), and the general age is under 50 years old (born after July 1956).

2. Outstanding young cadres who are under 40 years old, have held a division-level leadership position for more than one year, and have been recommended by organizations at all levels.

IV. Basic Procedures for Open Selection

Open selection shall be carried out in accordance with the procedures of announcement, registration and qualification review, written examination, interview, organizational inspection, and appointment decision.

(1) Announcement: This announcement is simultaneously published on the People’s Daily, China Environment News, and the General Administration’s website (www.zhb.gov.cn).

(2) Registration and qualification review: Registration adopts a combination of organizational recommendation, personal self-recommendation and mass recommendation.

1. Registration time: August 1st to August 10th, 2006.

2. Registration method: Applicants can register on-site at the Personnel Department of the General Administration, or by express mail, fax, etc.

3. Registration requirements: Applicants must fill in the "Registration and Approval Form for the Public Selection of Leading Cadres of the State Environmental Protection Administration" and provide 2 recent 1-inch color photos with the same background, ID card, academic degree certificate, Copies of professional title qualification certificates and employment documents, relevant award certificates, etc. The registration form can be obtained from the Personnel Department of the General Administration or downloaded directly from the website of the General Administration (www.zhb.gov.cn) (uniformly use A4 paper).

(3) Written test: Written test on the morning of August 18, 2006. The specific time and location of the written examination will be stated in the written examination notice.

The written test is conducted in a closed-book format. In accordance with the requirements of the "Outline of the Open Selection and Competitive Position Examination for Party and Government Leading Cadres", it focuses on testing the comprehensive qualities, policy and theoretical level, practical analysis and problem-solving abilities that candidates must have to be qualified for the selection positions. At the same time, according to the job requirements, candidates’ understanding and grasp of knowledge related to environmental protection and nuclear safety in the new era are also tested, including the State Council’s “Decision on Implementing the Scientific Outlook on Development to Strengthen Environmental Protection” and the spirit of the Sixth Environmental Protection Conference.

Based on the written test scores, candidates for the interview will be determined in order from high scores to low scores in a ratio of 3:1 to the number of positions to be selected.

(4) Interview: The interview is scheduled to be held at the end of August 2006. The specific time and location will be notified later.

The interview adopts a structured interview method, focusing on testing the applicant's logical thinking ability, language expression ability, adaptability, leadership ability, personality characteristics and comprehensive qualities required to perform job responsibilities.

According to the ratio of 2:1 to the number of selected positions, candidates will be selected based on the test scores of the candidates from high to low.

(5) Organizing inspections: In accordance with the provisions of the "Regulations on the Selection and Appointment of Party and Government Leading Cadres" and the responsibilities of the selection positions, adhering to the principle of having both ability and political integrity, the inspection objects will be evaluated on their morality, ability, diligence and performance. , conduct a comprehensive inspection. (6) Decision on appointment

1. Research and decision: The Party Committee of the General Administration shall collectively discuss and decide on the appointment candidates based on the inspection situation, examination results, position requirements, etc.

2. Pre-appointment announcement: The proposed candidates will be announced through the China Environment News and the General Administration website, and they will accept social supervision. The publicity period is 7 days. After the announcement, if no problems affecting the appointment are found, the appointment procedures will be handled in accordance with regulations.

3. Probationary period: A one-year probationary period will be implemented for selected and appointed personnel. During the trial period, enjoy corresponding benefits. At the end of the probation period, those who are qualified upon assessment will go through formal appointment procedures in accordance with relevant regulations; those who are incompetent will generally be assigned another appropriate job based on the pre-trial position level.
