Who are the public officials?

Public officials include:

1. Staff of national legislative bodies who perform public duties in accordance with the law;

2. Staff of judicial organs;

3. Staff of administrative agencies;

4. Staff of party organs of the Communist Party of China and various democratic parties;

5. Staff members of various people's organizations and state-owned enterprises and institutions;

6. Staff members of collective economic organizations;

7. Other personnel who handle and manage public property.

Article 14

Civil servants shall perform the following obligations:

( 1) Be loyal to the Constitution, modelly abide by and consciously safeguard the Constitution and laws, and consciously accept the leadership of the Communist Party of China;

(2) Be loyal to the country and safeguard the country’s security, honor and interests;

(3) Be loyal to the people, serve the people wholeheartedly, and accept supervision by the people;

(4) Be loyal to their duties, diligently perform their duties, obey and implement decisions and orders made by superiors in accordance with the law, and act in accordance with the prescribed authority and Procedures to perform duties and strive to improve work quality and efficiency;

(5) Keep state secrets and work secrets;

(6) Take the lead in practicing socialist core values, adhere to the rule of law, and abide by Discipline, abide by professional ethics, and model social ethics and family virtues;

(7) Be honest, fair and upright;

(8) Other obligations stipulated by law.
