Article 2 These regulations shall apply to the control of random graffiti, random drawings, random postings, and random distribution within the administrative area of ??this city.

The so-called graffiti, graffiti, posting and distributing indiscriminately in these regulations refer to those who violate the regulations and post or scribble on buildings, structures, trees and other facilities within cities and towns in this city. , portray or distribute promotional materials in prohibited areas. Article 3 The municipal competent department of the Municipal People's Government is responsible for the unified organization and implementation of these regulations. The municipal competent departments of the county-level people's governments are responsible for the specific implementation of the control work of scribbling, indiscriminate engraving, indiscriminate posting and indiscriminate distribution within their respective administrative areas in accordance with their duties and authority.

Comprehensive administrative law enforcement, public security, market supervision, taxation, health, culture and tourism and other competent departments, township (town) people's governments, and sub-district offices should, in accordance with their respective responsibilities, do a good job in controlling graffiti, disorderly writing, etc. Work related to characterization, random posting, and random distribution.

Property service companies, communication service units, etc. shall cooperate in the work related to the control of random graffiti, random drawings, random postings, and random distribution. Article 4: Any unit or individual shall consciously maintain the cleanliness of the city's appearance, and shall have the right to discourage and report acts such as random graffiti, random engravings, random postings, and random distribution.

City authorities should publish the reporting hotline. Article 5 prohibits any unit or individual from engaging in the following acts:

(1) Carving or graffiti on urban buildings, structures, trees, telephone poles or other facilities;

(2) ) Posting or hanging promotional materials or slogans on trees;

(3) Posting or hanging promotional materials or slogans on urban buildings, structures or other facilities without authorization;

(4) ) Randomly distribute advertisements and flyers on city and town roadways and sidewalks, commercial areas, landscape areas, public transport vehicles, traffic distribution points and other public places;

(5 ) Other prohibited behaviors stipulated in laws and regulations. Article 6 If transportation, communication, postal, electricity, fire protection, water supply, gas and other public facilities set up on urban roads, squares and other public places are stained, their owners or management units shall promptly clean them. , repair or replace, and keep it clean and intact. Article 7 Agencies, groups, military units, schools, enterprises and institutions, commercial outlets, bazaars, construction sites, parking lots, service industries and other individual industrial and commercial households within cities and towns shall operate in accordance with the "Guiyang City Gate Gate" "Three Guarantees Responsibility Management Regulations" fulfill the three guarantees responsibilities in front of the door and maintain good urban appearance and order. Article 8 Township (town) people's governments, sub-district offices, and property service enterprises shall, as needed, select appropriate locations in streets, alleys, and residential areas to set up public notice boards and strengthen daily management.

Article 9: If communication numbers are left in information that is scrawled, drawn, posted, or distributed indiscriminately, the comprehensive administrative law enforcement department shall notify the offender to go to the designated location for processing.

If the illegal perpetrator does not accept the punishment as required, the comprehensive administrative law enforcement department will take photos and collect evidence and send it to the communication service unit. The communication service unit may suspend the illegal activity in accordance with the law or in accordance with the network access service contract signed with the customer. After the illegal perpetrator has been dealt with, the comprehensive administrative law enforcement department will notify the communications service unit in writing to resume the services provided. Article 10 Anyone who violates Article 5 of these Regulations and affects the city's appearance and environmental sanitation shall be ordered to clear it up by the comprehensive administrative law enforcement department. Individuals shall be fined not less than 200 yuan but not more than 500 yuan, and units shall be fined not less than 500 yuan but not more than 1,000 yuan. Article 11 Anyone who violates the provisions of Article 6 of these regulations and fails to perform their duties shall be ordered by the comprehensive administrative law enforcement department to perform their duties within a time limit; if they fail to perform their duties within the time limit, they shall be fined not less than 200 yuan but not more than 2,000 yuan.

Those who violate the provisions of Article 7 of these Regulations will be punished in accordance with the relevant provisions of the "Guiyang City's Three Guarantees Responsibility System Management Regulations in Front of the Door".

Article 12 Any act of scribbling, drawing, posting, or distributing indiscriminately violates public security and road traffic safety management, or involves forging documents, publishing illegal advertisements, illegal printing, buying and selling fake invoices, illegal medical practice, and other illegal acts shall be punished by the public security The relevant authorities or relevant competent departments such as public security, transportation, market supervision, taxation, health, culture and tourism shall investigate and deal with the matter in accordance with the law. Article 13 Anyone who obstructs relevant administrative departments and their staff from performing official duties in accordance with the law and violates public security management shall be dealt with by the public security organs in accordance with the relevant provisions of the "Public Security Management Punishment Law of the People's Republic of China". Article 14: Relevant law enforcement officers and other staff who abuse their powers, engage in malpractice for personal gain, solicit and accept bribes, or engage in other violations of laws and regulations that do not constitute a crime shall be dealt with in accordance with the law. Article 15 These regulations will come into effect on March 1, 2013.
