Chapter 1 General Provisions Article 1 In order to implement the "Anshan City Urban Appearance and Environmental Sanitation Management Regulations" and in accordance with the "Liaoning Province Urban City Appearance and Environmental Sanitation Management Regulations" and relevant laws and regulations, these measures are formulated . Article 2 All units and individuals within the urban planning area in the administrative region of Anshan City must abide by these measures. Article 3: Urban city appearance and environmental sanitation must be included in the overall urban construction plan and the national economic and social development plan, and implemented simultaneously. Article 4: The management of urban appearance and environmental sanitation shall implement the principles of unified leadership, hierarchical management, district responsibilities, and the combination of professional management and mass management. Article 5 The administrative department of urban appearance and environmental sanitation of Anshan City is responsible for the planning, construction and management of urban appearance and environmental sanitation of the city.
The city appearance and environmental sanitation administrative departments of counties (cities) and districts are responsible for the management of city appearance and environmental sanitation within their respective jurisdictions.
Urban management comprehensive law enforcement, public security, industry and commerce, health, transportation, real estate, environmental protection and other departments work together in accordance with their respective responsibilities to do a good job in urban appearance and environmental sanitation management. Article 6: All units and individuals have the obligation to maintain urban appearance and environmental sanitation, and have the right to dissuade or complain against violations of these regulations. People's governments at all levels will reward units or individuals that have made outstanding achievements in urban appearance and environmental sanitation work. Chapter 2 Division of Responsibilities Article 7 The administrative departments for city appearance and environmental sanitation and the sub-district offices *** jointly coordinate, guide, supervise and inspect the urban appearance and environmental sanitation work of units and individuals within their respective jurisdictions. Article 8 City appearance and environmental sanitation work shall be divided into responsibilities in accordance with the following provisions:
(1) City main and secondary arterial roads, overpasses, pedestrian streets and squares shall be responsible for city appearance and environmental sanitation professional organizations;
(2) Small streets, alleys, and residential areas are the responsibility of community (resident) committees and property management units;
(3) Rivers are the responsibility of management units;
(4) ) Public places such as stations, bus terminals, parking lots, theaters, cultural stadiums (venues) and parks and scenic spots are the responsibility of the management unit or operating unit;
(5) Set Trade markets (including street markets, morning and night markets) are under the unified management of the industrial and commercial administration departments, and are specifically responsible for the market property rights unit, opening unit or operating unit;
(6) Commercial outlets and stalls and other places are the responsibility of their operators;
(7) The property rights unit or business unit is responsible for the railway and highway lines;
(8) The construction site is the responsibility of the construction unit;
(9) Urban forest belts, green spaces and green vegetation areas shall be the responsibility of urban greening professional organizations;
(10) Public toilets, garbage collection stations and other environmental sanitation facilities shall be managed by Environmental Sanitation Professional organizations or property management units are responsible;
(11) Other agencies, groups, schools, departments, enterprises and institutions are responsible for the health of their responsible areas. Article 9: Implement a city appearance and environmental sanitation contract responsibility system for units facing the street. The city appearance and environmental sanitation administrative department or the sub-district office should sign a responsibility letter with the street-facing units in accordance with relevant regulations, clarify the management content and scope, and supervise the implementation.
Responsible units should do a good job in city appearance and environmental sanitation in accordance with the provisions of the responsibility letter. Chapter 3 City Appearance Management Article 10 Newly built, renovated, and expanded buildings and structures in urban built-up areas shall comply with urban planning requirements, and their shape, color, height, exterior wall decoration, etc. shall be coordinated with the surrounding environment.
Urban buildings, structures and municipal public facilities should be kept clean and intact in appearance. Article 11 The external structural layout of buildings facing the street shall not be changed without authorization. If it is really necessary to demolish building walls, add (renovate) facades or balconies, build steps, etc., construction must be approved by the property rights unit and the real estate administrative department, and approved by the city appearance administrative department. It is prohibited to demolish walls, add (renovate) facades or balconies, build steps, etc. in residential buildings facing the street. It is not allowed to change the use for commercial operations and other activities.
It is not allowed to install guardrails protruding from the wall on the facades of buildings and structures facing the street. Article 12: No unit or individual is allowed to nail or tie objects on street-facing buildings, municipal public facilities and trees that hinder the city's appearance.
The installation of wires, cables and other conductors and cables in urban built-up areas should comply with city appearance management requirements; all kinds of abandoned wires, cables, electric posts, etc. that affect the city appearance must be cleaned or removed in time. Article 13 Without approval, it is not allowed to set up stalls, wash vehicles or pile various materials on urban road facilities and other places. Article 14: No unit or individual is allowed to build new physical walls around buildings on both sides of urban roads. Article 15: Urban infrastructure project construction sites (including demolition sites of abandoned buildings) shall implement closed operations. A sturdy and beautiful fence with a height of not less than 2 meters must be set up at the construction site; the height of the temporary construction room must not exceed the height of the fence; the work stoppage site should be tidied up in time and necessary coverage should be made; within 10 days after the completion of the project, all temporary structures must be removed rooms and facilities, and promptly clean up the site and level the site. Article 16 The establishment of outdoor advertisements, plaques, slogan boards, showcases, galleries, electronic displays, rainbow doors, signs, commercial facades, etc. in the city must be approved by the city appearance administrative department and go through the approval procedures in accordance with relevant regulations. Pay relevant fees in accordance with the law.
For facilities that are falling off or prone to collapse, the installation unit shall promptly dismantle them; if the approval period exceeds, they shall go through the extension procedures in accordance with relevant regulations or dismantle them themselves.
Without the consent of the property rights unit and the approval of the city appearance administrative department, no unit or individual is allowed to write, engrave, or paste on the glass of urban buildings, structures, municipal public facilities, trees, and commercial buildings, etc. Hang various advertisements, slogans and other promotional items.
Street-facing catering and entertainment venues in urban built-up areas are not allowed to display business signs without authorization.
