If laws and regulations have other provisions on the management of advertising facilities within the land area of ??expressways, national highways, and provincial highways, those provisions shall prevail. Article 3 The urban management department is responsible for the management of outdoor advertising facilities and store bidding boards in the areas listed in Items 1 and 2 of Paragraph 1 of Article 2 of these Regulations.
The competent transportation department is responsible for the management of the installation of outdoor advertising facilities in the areas listed in Item 4 of Article 2, Paragraph 1 of these Regulations.
The water administrative department is responsible for the management of the installation of outdoor advertising facilities in the areas listed in Item 5 of Article 2, Paragraph 1 of these Regulations.
The management of outdoor advertising facilities in the areas listed in Items 3 and 6 of Article 2, Paragraph 1 of these Regulations shall be the responsibility of the departments determined by the municipal and county people's governments. If laws and regulations provide otherwise, such provisions shall prevail.
The departments of industry and commerce (market supervision), housing and urban-rural construction, planning, culture, media, radio and television, public security, environmental protection, meteorology and other departments should cooperate in the relevant management of outdoor advertising facilities and store bidding boards in accordance with their respective responsibilities.
