Article 1 In order to save petroleum resources, reduce the environmental pollution caused by motor vehicle exhaust, and strive to achieve the strategic goal of sustainable development of the national economy, these Measures are formulated in accordance with relevant national laws and regulations and combined with the actual situation of this province. Article 2 The term "ethanol gasoline for vehicles" as mentioned in these Measures refers to a new clean and environment-friendly fuel which meets the national standard (GB 1835 1-2004) and has an ethanol content of 10% 2% (by volume), and is made by mixing denatured fuel ethanol and vehicle ethanol gasoline component oil in a certain proportion. Article 3 The pilot areas for promoting the use of ethanol gasoline for vehicles in this province are Wuhan, Xiangfan, Jingmen, Suizhou, Xiaogan, Shiyan, Yichang, Huangshi and Ezhou (including counties and cities under their jurisdiction).

These Measures shall apply to the deployment, storage, transportation, sale and use of ethanol gasoline for vehicles in the above-mentioned pilot areas.

Ordinary gasoline required for industrial production, special needs of the army and special state reserves shall be implemented in accordance with relevant state regulations. Article 4 The promotion and use of ethanol gasoline for vehicles shall adhere to the principle of unity and convenience. Implement fixed-point production, closed operation, full service and standardized operation, and pay attention to the unity of environmental protection benefits, economic benefits and social benefits. Fifth provincial development and reform department is responsible for promoting the use of ethanol gasoline management; The departments designated by the municipal and county governments in the pilot areas are responsible for the management of promoting the use of ethanol gasoline for vehicles within their respective administrative areas. Article 6 The governments at or above the county level in the pilot areas shall strengthen their leadership, formulate plans and take practical measures to ensure the implementation of the promotion and use of ethanol gasoline for vehicles. Article 7 The Ministry of Commerce is responsible for guiding and supervising the construction and equipment renovation of gas stations according to the standards.

The administrative department for industry and commerce shall be responsible for the supervision of the ethanol gasoline market for vehicles, investigate and deal with illegal business practices according to law, and maintain the order of the ethanol gasoline market for vehicles.

The quality and technical supervision department is responsible for supervising and managing the quality, standards and measurement of denatured fuel ethanol, vehicle ethanol gasoline component oil and vehicle ethanol gasoline, and organizing the formulation of relevant local standards.

The price department is responsible for the approval, supervision and inspection of the retail price of ethanol gasoline for vehicles, and the approval, supervision and inspection of the charging standard for automobile cleaning, and timely correct and punish the illegal acts of raising prices without authorization.

The transportation department is responsible for formulating vehicle fuel system cleaning specifications, and supervising and managing vehicle cleaning and maintenance enterprises and cleaning quality.

The public security fire department is responsible for the fire safety supervision of denatured fuel ethanol, vehicle ethanol gasoline component oil and vehicle ethanol gasoline in the process of blending, storage, transportation and sales, as well as the fire safety supervision of distribution centers and gas stations.

The environmental protection department is responsible for monitoring, supervising and inspecting the exhaust emission of motor vehicles, and supervising and managing the emission of cleaning wastewater and waste oil.

The safety production supervision department is responsible for the comprehensive safety supervision of the operation and storage of ethanol gasoline for vehicles.

The news media should widely publicize the purpose and significance of ethanol gasoline for vehicles in various ways, and introduce the use methods and matters needing attention. Article 8 Since February 3, 2005, all gas stations in the pilot area will stop selling unleaded gasoline for vehicles except ethanol gasoline for vehicles.

The unleaded gasoline of various brands stored in each gas station can be disposed of by itself or recycled by the distribution center at the agreed price.

The Municipal People's Government in the pilot area shall set up a notice board at the entrance of the municipal highway "ethanol gasoline use area for vehicles". Ninth vehicle ethanol gasoline distribution center based on the existing oil depot, set up by designated enterprises according to the plan, unified to provide vehicle ethanol gasoline to gas stations within their respective jurisdictions. Tenth gas stations shall, in accordance with the relevant standards formulated by the state and the province, complete the transformation of the storage and sales equipment of ethanol gasoline for vehicles within the specified time. Eleventh after the completion of the transformation of gas stations in the pilot areas, the commercial departments of the pilot cities shall conduct inspection and acceptance in conjunction with the departments of quality supervision, fire protection, safety supervision and environmental protection. After confirmation, the Commercial Department will issue the Retail Business License for Vehicle Ethanol Gasoline, and the Safety Supervision Department will issue the Business License for Hazardous Chemicals. A commercial enterprise shall go through the formalities for changing its business license with the administrative department for industry and commerce on the strength of replacement.

The reformed gas station must comply with the Code for Design and Construction of Newly Built and Reconstructed Ethanol Gasoline Gas Stations (DB42/32 1-2005) and the Technical Code for the Management of Refined Oil Retail Enterprises (SB/T 10390-2004), comply with relevant safety regulations and implement relevant national environmental regulations. Twelfth distribution centers and gas stations to sell ethanol gasoline for vehicles, must meet the national standards.

It is strictly prohibited to sell and use vehicle fuels such as gasoline with methanol added. Article 14 Before using ethanol gasoline for vehicles for the first time, vehicles with a mileage of more than 30,000 kilometers shall follow the principle of voluntariness, and the vehicle owner shall go to an automobile maintenance enterprise with a qualification of above grade 2 to clean the fuel tank and oil circuit of the vehicle, and adjust the relevant technical parameters adaptively. Article 15 The collection and treatment of cleaning wastewater from automobile maintenance enterprises shall meet the discharge standards, and the cleaned waste oil shall be treated according to the requirements of relevant hazardous wastes. Sixteenth in violation of the provisions of these measures, the sale of unleaded gasoline for vehicles other than ethanol gasoline shall be ordered by the administrative department for Industry and commerce to make corrections; Refuses to correct, a fine of 5000 yuan and 30 thousand yuan.
