Where should I complain about grassland disputes?

Legal analysis: grassland disputes should be handled by the Land and Resources Bureau.

Legal basis: Article 16 of the Grassland Law of People's Republic of China (PRC) shall be settled by the parties through consultation. If negotiation fails, it shall be handled by the relevant people's government.

Disputes between units shall be handled by the people's governments at or above the county level; Disputes between individuals and between individuals and units shall be handled by the township (town) people's government or the people's government at or above the county level.

If a party refuses to accept the decision of the relevant people's government, it may bring a lawsuit to the people's court according to law.

Before the dispute over grassland ownership is resolved, neither party may change the status quo of grassland utilization or destroy grassland and grassland facilities.
