Chaoyang City Regulations on the Management of Outdoor Advertising and Signboards

Chapter 1 General Provisions Article 1 In order to strengthen the management of outdoor advertising and signboards, maintain the city appearance and environment, and ensure public safety, in accordance with the Advertising Law of the People's Republic of China and the City Appearance and Signboard Regulations These regulations are formulated in accordance with the provisions of laws and regulations such as the "Environmental Sanitation Management Regulations" and based on the actual situation of this city. Article 2 These Regulations shall apply to the installation and supervision of outdoor advertising and signboards in urban areas of this city and other areas determined by the Municipal People's Government to implement urban management. Article 3 The term "outdoor advertising settings" as mentioned in these regulations includes the following situations:

(1) Using outdoor venues, buildings (structures), municipal facilities and other carriers to set up display boards, neon lights, luminous fonts, electronic displays Screens, electronic flap devices, light boxes, advertising columns, publicity boards, physical models and other advertising facilities;

(2) Using buildings (structures), car bodies, floating objects on the water, and lifting equipment , inflatables, pavilions, construction site walls (barriers), models, etc. to draw, post, hang, project, and display advertisements;

(3) Other situations where outdoor advertisements are set up.

The term “signboard setting” as mentioned in these Regulations refers to the act of natural persons, legal persons or other organizations setting up signs, plaques and other facilities to indicate their names, logos, trade names and trade names in their offices or business premises. .

If a signboard is accompanied by product promotion or service promotion, or if it is a signboard, plaque, etc. set up outside an office or business place, the relevant regulations on the management of outdoor advertising shall apply. Article 4 The installation of outdoor advertisements and signboards shall comply with urban appearance standards, be coordinated with the style of the building (structure) and the surrounding environment, and comply with safety requirements. Article 5: The municipal comprehensive administrative law enforcement department of urban management is responsible for the daily supervision and management of outdoor advertising and signboard installation in this city.

Market supervision, housing and urban and rural construction, urban and rural planning, public security, cultural tourism, emergency management, transportation and other departments shall do a good job in the supervision and management of outdoor advertising and signboard setting within their respective responsibilities.

Town (township) people’s governments and sub-district offices shall assist in the supervision and management of outdoor advertising and signboards within their respective jurisdictions. Article 6 The municipal comprehensive administrative law enforcement department of urban management shall establish an information management platform for outdoor advertising and signboards through government portals and other channels to facilitate users, stakeholders, and the public to inquire about outdoor advertising and signboard requirements. Chapter 2 Planning and Regulation Article 7 The municipal comprehensive administrative law enforcement department for urban management shall work with the municipal competent department for urban and rural planning to prepare a special plan for outdoor advertising installation and submit it to the Municipal People's Government for approval before implementation.

Outdoor advertising settings should comply with the special planning for outdoor advertising settings. Article 8 The special planning for outdoor advertising shall delineate prohibited areas, strictly controlled areas, and display areas for outdoor advertising in accordance with the functional requirements of different urban areas. No outdoor advertising facilities are allowed in the prohibited area. The number, location, form, specifications, etc. of outdoor advertising should be strictly controlled in the strictly controlled area. Various forms of outdoor advertising can be set up in the display area.

When formulating a special plan for outdoor advertising settings, a certain proportion of public service advertising space facilities should be planned. Article 9 The municipal comprehensive administrative law enforcement department of urban management shall organize the preparation of technical specifications for outdoor advertising installation based on the special plan for outdoor advertising installation, submit them to the Municipal People's Government for approval and then publish them to the public.

The setting of outdoor advertising shall comply with the requirements of the technical specifications for setting up outdoor advertising. Article 10 Outdoor advertisements shall not be set up under any of the following circumstances:

(1) Using traffic safety facilities and traffic signs;

(2) Affecting municipal public services*** Facilities, traffic safety facilities, traffic signs, fire protection facilities, and fire safety signs;

(3) Impeding the normal life of residents and damaging the appearance of the city or the image of the building;

(5) Setting up in construction control zones such as state agencies, cultural relics protection units, scenic spots, schools, kindergartens, etc.;

(6) ) Set up in areas where outdoor advertising is prohibited by the Municipal People's Government;

(7) Other setups that violate laws and regulations. Article 11 The municipal comprehensive administrative law enforcement department for urban management shall, in conjunction with the municipal urban and rural planning department, formulate technical specifications for signboard installation, submit them to the Municipal People's Government for approval and then publish them to the public.

The installation of signboards shall comply with the requirements of the technical specifications for signboard installation.

Article 12 The following regulations must be followed when setting up signboards:

(1) One plaque for each store and one product on the first floor;

(2) The name must be consistent with the business license and registered trademark;< /p>

(3) Coordinate with the style of the building (structure) and the surrounding environment, taking into account the day and night landscape;

(4) It shall not be installed on the roof of the building (structure);

(5) Shall not affect the lighting, ventilation and fire safety of buildings (structures);

(6) Other requirements stipulated by laws and regulations. Article 13 It is prohibited to write or depict advertisements on the exterior walls of buildings (structures), bridges, pavements, poles and other municipal public facilities, as well as on trees, corridors, etc.

It is not allowed to use the inside and outside of the building (structure) glass curtain wall, street-facing doors and windows, etc., to set up outdoor advertisements in the form of hanging, posting, etc. without authorization. Article 14 Anyone who uses the body of a vehicle to place outdoor advertisements must comply with the relevant provisions of laws, regulations, rules and national installation technical specifications.
