On September 23rd, the kick-off meeting and implementation scheme demonstration meeting of the national key R&D project "Preparation of Low-cost Cementitious Materials and Application Technology by Co-operation of Bulk Industrial Solid Wastes" was held in Wuhan, which meant that the project was officially launched.

More than 60 leaders from China 2 1 Century Agenda Management Center of the Ministry of Science and Technology, Hubei Science and Technology Department, China Building Materials Group and other units, representatives of national key special expert groups, project undertakers and project backbones attended the day's activities. Zhong Ping, special director and deputy director of China 2 1 Century Agenda Management Center of the Ministry of Science and Technology, Longhua, director of Social Development Science and Technology Department of Hubei Science and Technology Department, Liu Defu, president of Hubei University of Technology, Shi Cun, secretary of the Party Committee of China New Building Materials Design and Research Institute Co., Ltd., and He Xingyang, director of the project of "Collaborative Preparation of Low-cost Cementing Materials and Applied Technologies with Bulk Industrial Solid Wastes" and dean of the Graduate School of Hubei University of Technology attended the meeting. Li Dongsheng, Vice President of Hubei University of Technology, presided over the meeting.

It is understood that the project of "Co-preparation of Low-cost Cementitious Materials and Application Technology with Bulk Industrial Solid Wastes" led by He Xingyang was approved by the National Key R&D Plan at the beginning of this year. The project is based on China New Building Materials Design and Research Institute, with He Xingyang as the project leader, and Hubei University of Technology, Tianjin Cement Industry Design and Research Institute, University of Science and Technology Beijing, Xi University of Architecture and Technology, Wuhan University of Technology and other units form the Industry-University-Research Consortium. This project takes the preparation of low-cost cementitious materials from bulk solid wastes in metallurgy, mining and coal-fired power industries as the research goal, and focuses on the mechanism of depolymerization-reconstruction of solid wastes' silicon-aluminum-oxygen tetrahedron network structure and key scientific issues of regulation and control, so as to overcome key technical problems such as low-energy consumption refinement and activation, collaborative cementitious strengthening of multiple solid wastes, and form a technology and equipment system with completely independent intellectual property rights, which will be carried out in the fields of road engineering, underground cemented filling engineering, ordinary buildings, 3D printed buildings and so on.

Liu Defu gave a welcome speech to the conference and announced the start of the project. He said that the smooth implementation of the project will form a systematic technology for the collaborative preparation and application of cementing materials by large-scale industrial solid wastes, realize the low cost, high safety and high added value utilization of solid wastes, comprehensively enhance the scientific and technological support and support capacity of solid wastes in China, promote the expansion of the industrial scale of resource recycling, give play to the decisive role of market in allocating resources, and promote the coordinated development of metallurgy, mining, coal-fired power and building materials industries, which has remarkable social, economic and environmental benefits.

At the meeting, He Xingyang and five project leaders reported the implementation plans of the project and the topic respectively. Feng Ansheng, a professor at Wuhan University of Science and Technology and a researcher at Chinese Academy of Geological Sciences, Shi Yunxing, a professor at China Building Materials Group Co., Ltd., a professor at China Building Technology Center, and Wang, a professor at China University of Mining and Technology (Beijing), fully demonstrated the organization and management of the project, technical implementation scheme and project demonstration construction. After expert questioning, technical guidance and comprehensive evaluation, it is unanimously determined that the project implementation plan is reasonable, the technical thinking is clear and the schedule is feasible. The expert group generally affirmed the project implementation plan and put forward better suggestions on the technical route and technical economy of the project. In response to the suggestions made by the expert group, the project team immediately revised and improved the project implementation plan. In order to standardize the use of project funds, Yang, deputy director of the financial management department of China New Building Materials Design and Research Institute Co., Ltd., gave financial training to the participating units of the project, and Xie Pengyang, deputy director of the technical quality department, introduced the internal control system of the project.

Zhong Ping congratulated the official launch of the project and put forward requirements for its implementation. He hopes that the project team will further implement and improve the detailed implementation plan according to the expert's suggestions to ensure the smooth implementation of the project.

Longhua said that the Science and Technology Department of Hubei Province will give strong support in project implementation and supporting. He hopes that the project undertaker and the research group will do a good job in overall organization and coordination and project implementation, and successfully complete all technical indicators in the project tasks.

Shi Cun made a concluding speech on behalf of the project lead unit. He emphasized that the comprehensive utilization of large-scale industrial solid waste meets the strategic needs of national ecological civilization construction and environmental protection. The project team should improve its political stance, inherit and carry forward the spirit of scientists, unite large teams, promote great cooperation, gather great achievements, strictly abide by the task book and internal management system with meticulous scientific attitude, carry out all research work of the project in a down-to-earth manner, complete the expected goals of the project with high quality, and ensure the smooth implementation of the project.

At the meeting, letters of appointment were also issued to members of the project consulting expert group.
