The "Proposal" clarifies that cities will use existing large-scale cold storage facilities to establish special warehouses for centralized supervision of imported cold-chain foods, which will be completed and put into operation before 2020 12. Counties and large foreign trade processing enterprises with a large number of imported cold chain foods can also set up special warehouses. Local market supervision, health, transportation, public security and other departments set up warehouse supervision groups to determine full-time personnel and implement 24-hour warehouse supervision.

The "Proposal" requires that imported cold-chain foods that have entered Shandong through Shandong ports or ports in other provinces and have not been subjected to nucleic acid detection and preventive comprehensive disinfection at the port link must enter the centralized supervision warehouse of imported cold-chain foods set up in the destination city for centralized nucleic acid detection and preventive comprehensive disinfection.

The "Program" stipulates that production, sales and catering service units that purchase and use unpasteurized imported cold-chain food at ports must submit filing information to the storage supervision group of the destination city 24 hours before the imported cold-chain food arrives at the destination. All cities should sample and test the stored imported cold-chain food, and carry out comprehensive disinfection. According to the plan, imported cold-chain food should hold the Certificate of Inspection and Quarantine of Entry Goods, the List of Goods, the Certificate of Disinfection Record of Imported Cold-chain Food at Port or the Certificate of Special Warehouse for Centralized Supervision of Imported Cold-chain Food in XX City, and circulate with the imported cold-chain food for future reference at any time. It is forbidden to sell, purchase, transport and store imported cold chain foods without "three cold chain certificates" and electronic sales vouchers. When selling imported cold chain food, it is necessary to set up a special counter to sell it by special personnel, and publicize the traceability QR code for consumers to supervise and inquire.

The "Proposal" emphasizes that it is necessary to strengthen the supervision and inspection of production, sales, catering services, transportation and cold storage units, and suspend rectification and public exposure for acts that do not implement 24-hour advance reporting, do not cooperate with centralized supervision, do not enter centralized supervision warehouses for inspection and disinfection, do not use "Shandong cold chain", do not ask for certificates and tickets, do not store in different districts, do not sell clearly, and do not implement the province's cold chain food epidemic prevention and control measures. Those who cause the epidemic to spread shall be investigated for criminal responsibility according to law.

At the same time, the "Program" clarifies the port prevention and control mechanism, special warehouse safeguard measures, full-process prevention and control guarantee, and departmental responsibilities.
