Xiangyang City Rural Domestic Waste Management Regulations

Article 1: In order to strengthen and standardize the management of rural domestic waste, improve the rural living environment, and promote the construction of beautiful villages, these regulations are formulated in accordance with relevant laws and regulations and in conjunction with the actual situation of this city. Article 2 These Regulations apply to activities such as cleaning, classification, release, collection, transportation, disposal, supervision and management of domestic garbage in villages (communities) outside the urbanized management areas of this city.

The term "rural domestic waste" as mentioned in these Regulations refers to villagers (residents), units and individuals stationed in rural areas (hereinafter referred to as "units and individuals stationed in villages"), which are collected in daily life or for daily use. Solid waste generated in activities that provide services, and solid waste that is regarded as domestic waste according to laws and regulations.

If laws and regulations have provisions on the management of solid wastes such as hazardous wastes, medical wastes, construction wastes, etc., those provisions shall prevail. Article 3 The management of rural domestic waste follows the principles of government leadership, social participation, urban and rural coordination, territorial management, source control, and classified processing, and promotes the reduction, resource utilization, and harmlessness of rural domestic waste. Article 4: Establish a fund investment mechanism for rural domestic waste management that combines financial guarantees, village collective subsidies, villagers' payments, and social capital participation.

The Municipal People's Government should increase financial investment in rural domestic waste management, and can set up incentive funds for assessment and rewards of rural domestic waste management.

County (city, district) and township people's governments should include rural domestic waste management funds in the annual fiscal budget to ensure the construction and management of rural domestic waste management infrastructure, rural domestic waste transportation and terminals Disposal, treatment of village (community) cleaners, etc.

The municipal urban and rural development department is the department in charge of rural domestic waste management in the city and is responsible for the overall planning, comprehensive coordination, assessment and supervision of rural domestic waste management in the city. Article 6 The county (city, district) people's government and the development zone management committee are responsible for the management of rural domestic waste within their respective administrative regions, incorporate the management of rural domestic waste into the national economic and social development plan, and specifically perform the following duties:

(1) Determine the local competent department for rural domestic waste management and clarify the responsibilities of relevant departments;

(2) Implement financial funds for rural domestic waste management in accordance with standards;

Article 7 Township people's governments and sub-district offices shall organize and implement the rural domestic waste management work in their respective jurisdictions and specifically perform the following responsibilities:

(1) Formulate a rural domestic waste management work plan;

(3) Responsible for organizing the transfer of rural domestic waste and ensuring the normal operation of domestic waste transfer stations;

(4) Supervision , guide and evaluate the domestic waste management work of the village (resident) committee;

(5) Other matters stipulated by laws and regulations. Article 8 The village (resident) committee shall organize the cleaning, classification, and collection of domestic garbage in the village (community), and specifically perform the following duties:

(1) Through the village (resident) meeting or the village (community) Residents’ Representative Meeting, incorporate domestic waste management into village rules and regulations, publicize and guide village (residents), village units and individuals to consciously carry out waste classification and actively participate in domestic waste management;

(2) Establish a domestic waste classification management system and formulate a domestic waste classification and reduction plan;

(3) Set up a team of cleaning staff to implement the responsibility for the classification and collection of domestic waste;

(4) Equip domestic waste Clean, collect, and transport equipment and tools, and build domestic waste collection and transfer rooms (points), classified temporary storage places, and organic waste centralized composting points;

(5) Regularly organize and carry out environmental sanitation improvements to maintain the appearance of the village Neat and hygienic;

(6) Guide and supervise villagers (residents), units and individuals stationed in the village to place domestic waste in categories, and discourage any behavior that does not comply with regulations;

( 7) Other matters stipulated by laws and regulations.

In areas where market-oriented operation of rural domestic waste management is implemented, the village (resident) committee may determine relevant market entities to assume the relevant responsibilities of village (community) domestic waste management based on actual conditions.
