I. Work objectives

Comprehensively carry out the investigation and rectification of polluted pits and ponds in the jurisdiction, find them together, verify them together, and leave no dead ends. Through centralized investigation, problems are found, a comprehensive rectification plan is formulated, centralized rectification work is carried out, and a long-term supervision mechanism after rectification is established to prevent pollution rebound and ensure environmental safety in our region.

Second, organization.

A leading group for the investigation and remediation of pollution pits and ponds of the District Environmental Protection Bureau was set up, with Deng Feng, director of the District Environmental Protection Bureau, as the leader, Xie Jun, deputy director of the District Environmental Protection Bureau, and Fei, the detachment leader of the District Environmental Law Enforcement Detachment, as the deputy leader, and leaders in charge of environmental protection in various towns and streets as members. The leading group is responsible for comprehensively promoting the investigation and rectification of pollution-receiving pits and ponds in the whole region, and urging all units to complete the investigation and rectification of pollution-receiving pits and ponds as required.

Third, the implementation steps

(1) Investigation implementation stage (May 2 to May 2 1)

Towns and streets should immediately organize a comprehensive investigation of environmental violations of discharging and dumping pollutants into pits and ponds within their administrative areas, especially the problem of receiving pollutants in pits and ponds in urban-rural fringe areas and remote rural areas, and establish ledgers, and report them to the ledger before May 15 (see Annex 1 for details) and the remediation work plan. For major issues, the district environmental protection bureau will report them to the district government for special research after statistical summary. After the completion of the rectification, all towns and streets should report the sales number of our bureau in time, and the rectification will be made public in time.

According to the principle of grid management, the district environmental protection bureau is divided into four groups to conduct on-site comprehensive supervision on the investigation and rectification of pollution pits and ponds in various towns and streets. Through careful investigation, find out the number of existing pollution receiving pits, find out the source of pollutants, and formulate scientific remediation plans to ensure regional environmental safety.

Second, the job requirements

(1) We must attach great importance to it and conduct an investigation immediately. All units (offices) and teams (stations) should fully understand the importance of environmental remediation of polluted pits and ponds, always maintain a high degree of political sensitivity, and immediately organize enterprises and institutions that have or may have illegally discharged or dumped pollutants into pits and ponds within their jurisdiction to conduct a comprehensive investigation, find out the base and establish accounts.

(two) focus on inspection, strengthen supervision and inspection. Make full use of existing monitoring means and advanced scientific and technological means to investigate all kinds of pollution-receiving pits and ponds in the county. Highlight the inspection of key industries, and strengthen the supervision and inspection of pollutant discharge of water-related enterprises such as livestock and poultry breeding, mining, metal smelting and seasonal production. , and take the combination of daily inspection and night inspection, open inspection and covert inspection, focusing on the operation of enterprise pollution control facilities, pollutant discharge standards and pollutant discharge destination. Highlight the inspection of key areas, strengthen the supervision and inspection of areas without natural water flow, find out the direction of sewage discharge in this area, and prohibit illegal discharge and dumping of pollutants into pits and ponds.

(3) Intensify punishment and directly expose typical illegal problems. Invite the media and the public to participate in the whole process of law enforcement inspection, directly investigate and deal with the problems found in the inspection and directly expose them in the media. Comprehensive use of the "Environmental Protection Law" and its supporting measures and other means, timely and seriously investigate and deal with environmental violations found in the inspection; Those suspected of environmental pollution crimes shall be transferred to public security organs according to law. For polluted pits and ponds with environmental pollution problems, according to the degree of pollution, scientifically formulate remediation plans, clarify the responsible departments and remediation time limit, and report to the local people's government for comprehensive remediation according to law.

Third, the timing.

(1) Mobilization and deployment stage (April 28th? May 3). Yanshan county environmental protection bureau has formulated a work plan, and defined the work requirements and completion time limit.

(2) Comprehensive investigation stage (May 3? May 3 1). All units (rooms) and teams (stations) should organize comprehensive investigation, dig deep into dead corners, find out and verify the environmental violations of discharging and dumping pollutants into pits and ponds within the administrative area, and submit periodic investigation (ledger), typical cases and good practices in investigation and rectification before May 14; Before May 25th, submit the account of investigation and rectification work, investigation and rectification stage work and typical cases to the State Environmental Protection Bureau.

(3) Comprehensive promotion stage (June 1? 65438+February 3 1). Fourth, safeguard measures.

(1) Strengthen organizational leadership. In order to do a good job in organizing and leading the environmental remediation work of pollution-receiving pits and ponds, the county environmental protection bureau decided to set up a leading group for environmental remediation work of pollution-receiving pits and ponds throughout the county, with director Zhang Ya as the leader, deputy director in charge as the deputy leader, and main leaders of each unit (room) and team (station) as members. (2) Strengthen linkage. If there are serious problems, relevant measures should be taken immediately to avoid environmental pollution. Strengthen the coordination and linkage between regions and basins, comprehensively investigate the environmental problems existing in sewage pits and ponds across regions and basins through joint inspections, and discuss and dispose them in time.

(3) Strengthen information disclosure. Open channels for complaints and reports? 12369? (4) Strengthen accountability. Strictly implement the Notice of the General Office of the State Council on Strengthening Environmental Supervision and Law Enforcement (Guo Ban Fa [2065438+04] No.56), implement grid supervision responsibility, strictly enforce the law, and earnestly perform their duties. In the rectification work, those who do not conscientiously perform their duties, are poorly organized, conceal and fail to report, respond negatively, report the situation on time, and fail to complete the rectification task within the time limit shall be investigated for the responsibilities of relevant stock offices and personnel in accordance with relevant regulations, and put forward disciplinary suggestions to the discipline inspection and supervision organs.
