I. Guiding ideology

Conscientiously implement the spirit of the Seventeenth National Congress of the Communist Party of China and the Third and Fourth Plenary Sessions of the Seventeenth Central Committee, take Deng Xiaoping Theory and Theory of Three Represents as the guidance, take "promoting scientific development and strengthening party building in government organs" as the theme, focus on the overall goal of "promoting scientific development, promoting social harmony, serving the people and strengthening grassroots organizations", and take the construction of "five basics" and "seven systems" as the main line. With the establishment of "five-star" grass-roots party organizations, "double-creation and double-competition", the evaluation of party secretary's report on work and the construction of organizational culture as the main carriers, we will give full play to the fighting bastion and vanguard and exemplary role of government organizations and all party member, and provide guarantee and support for the scientific development and social harmony of XXX.

Second, the target requirements

Combining with the reality, to carry out the activity of striving for Excellence in depth is to focus on the government's party building work function, base on the post of party member cadres, play the role of "five leaders", strive to be an excellent party member, and build a "five-star" advanced grass-roots party organization.

Establish, improve and conscientiously implement the systems of leading bodies' deliberation and decision-making, democratic life meeting, central group study, "three meetings and one lesson", party member's development and education and training, party member cadres' service commitment, contact and service to the masses, openness of party affairs and government affairs, soliciting opinions on major decisions, reporting important information, debriefing, reporting major personal matters, talking about clean government, and evaluating the construction of grass-roots party organizations.

5. Implement basic guarantees. Fourth, the method steps

According to the unified deployment of provinces, cities and county committees, this activity of striving for Excellence is promoted in three stages. (1) Public commitment. Combined with the actual situation, put forward specific measures to promote the construction of "five basics", establish the specific content of "five-star" party organizations, and carefully formulate the implementation plan, annual plan and phased work arrangement. Every party member must formulate specific plans and measures to carry out the "5+X" activities, so as to be a "five-leading" party member. The implementation plan of Party organizations' activities and party member's specific plan shall be made public in an appropriate way, publicly promised, and subject to supervision by the masses.

(2) Regular comments. Every quarter, with the party branch as the unit, it will be reviewed in the form of a special organization life meeting. The Party branch secretary informed about the establishment of a "five-star" party organization, and each party member reported on the "5+X" activities. Invite the relevant leaders of the leading group of the county party Committee and the organization department of the county party Committee to comment on the first activity of the county party Committee in the past six months. And make a good record of comments, establish a standardized file, as the basis for inspection activities.

(3) Annual summary. At the end of each year, combined with summing up the work of striving for Excellence, the government party group reports to the party member meeting, and party member reports to the local party branch, reporting the practices and results of carrying out the activities of striving for Excellence, analyzing the existing problems and deficiencies, and proposing improvement methods and measures.

Combined with the annual summary, organize party member, customers and representatives of the masses to comment on the activities of the Party branch of the government and party member to create the best. The evaluation results are reported within a certain range. At the same time, actively participate in the mass appraisal work of the county-level organs, and regard the results of the mass appraisal as an important basis for the selection and recognition of advanced grassroots party organizations and outstanding party member.

(5) Selection and commendation. Establish contact points for members of the Working Committee, organically combine the activities of striving for Excellence with the evaluation of the target responsibility system of grassroots organizations, the annual assessment of civil servants, and the establishment of civilized organs, and carefully inspect and supervise them. Use the carrier of "XX organ party building" to sum up the typical promotion experience in time, and do a good job in recommendation and commendation according to the unified deployment of the county party Committee.
