Chapter I General Provisions
Article 1 These Measures are formulated to further strengthen school safety management, fully implement the responsibility system for safety work, establish a long-term mechanism for campus safety management, actively prevent all kinds of safety accidents on campus, effectively protect the safety of life and property of schools, teachers and students, and ensure the safety and stability of campus.
Article 2 These Measures shall apply to the supervision, management and accountability of all kinds of schools, kindergartens, private schools and training institutions (hereinafter referred to as schools) within the administrative area of this Municipality. Where the relevant laws and regulations provide otherwise for the investigation and rectification of potential safety hazards, such provisions shall prevail.
Chapter II Responsibility for Investigation and Rectification of Potential Safety Hazards
Article 3 Schools are responsible for the investigation and rectification of potential safety hazards, and their legal representatives (principals and principals of public schools, principals of private schools or principals and principals appointed by them) are fully responsible for the investigation and rectification of potential safety hazards in their schools.
Article 4 The city and county (city, district) hierarchical supervision and management mechanism shall be implemented for the investigation and rectification of potential safety hazards. The education administrative department at the county (city, district) level is responsible for organizing and coordinating the investigation and rectification of hidden dangers in schools under its jurisdiction, and supervising and managing the investigation and rectification of hidden dangers in schools under its jurisdiction.
The municipal education administrative department shall supervise and manage the investigation and rectification of hidden dangers in schools within the administrative area of this Municipality, and guide, coordinate and supervise the investigation and rectification of hidden dangers in counties (cities, districts) and schools directly under it.
Chapter III Contents and Methods of Security Risks Investigation
Article 5 The term "potential safety hazard" as mentioned in these Measures refers to the school's violation of safety laws, regulations, rules, standards, rules and safety management systems, or the unsafe state of things, unsafe behaviors of people and management defects that may lead to accidents in school education and teaching activities and related places due to other factors. The main contents of security risks investigation are:
(a) whether the safety work organization is sound, whether the safety working group is established, and whether the safety responsibility system is implemented;
(two) whether the safety responsibility system is established and whether the safety rules and regulations are sound; Whether the safe operation of the laboratory is standardized, whether the storage and management of inflammable and explosive dangerous chemicals, drama drugs and other dangerous substances meet the requirements, and whether the management and disposal of laboratory wastes are standardized;
(three) whether the daily management and safety education of students are in place; Whether the contradictions between students are resolved in time;
(four) whether the fire control facilities and equipment are complete and effective, whether the fire escape is smooth, and whether the fire water source is in place;
(five) whether the infrastructure such as tap water pipeline, power grid, heating pipeline and gas pipeline in the school meets the relevant national safety standards; Whether there are illegal electrical appliances, unauthorized connection of electrical lines, and signs of aging of electrical lines;
(six) whether the dormitory, classroom and other public areas are equipped with metal guardrails that affect people's escape and emergency rescue; Whether evacuation signs and emergency lighting facilities are missing, damaged, misplaced, blocked or covered;
(seven) whether the use, maintenance and management system of boilers, gas, electricity, sports equipment and other important facilities and equipment is sound, and whether there are major security risks in laboratories, multi-functional classrooms, computer classrooms, student dormitories, canteens and other important places;
(eight) whether the food hygiene and environmental hygiene of canteens and supermarkets meet the standards and requirements; Whether the source of food sold meets the requirements and whether there are any deteriorated products; Whether employees have health certificates and dress as required; Whether the business premises meet the hygiene requirements; Whether all kinds of food hygiene, drinking water hygiene and infectious disease prevention and management have strictly implemented the national food hygiene management rules and regulations;
(nine) whether the controlled knives have been effectively turned over; Whether the safety management, monitoring and alarm facilities and other safety facilities of key parts of public safety are complete;
(ten) whether there are security risks in the public security around the campus and the road traffic inside and outside the school;
(eleven) whether the school network security management system is established, whether it can effectively prevent the spread of reactionary, pornographic, violent and other bad information, and whether it can effectively prevent criminals from automatically forwarding illegal emails or implementing other illegal activities that undermine information security by taking advantage of loopholes in school network management;
(twelve) whether teachers can treat every student equally in the process of teaching and educating people, and whether there are corporal punishment, sarcasm, disguised corporal punishment and other acts that cause psychological and spiritual harm to students;
(thirteen) other parts or places that may have potential safety hazards.
Sixth security risks investigation methods include school self-examination, education administrative department verification (such as special inspection, supervision and inspection, etc.). ), assigned by the higher authorities or other departments, and reported by the masses.
Chapter IV Investigation and Rectification of Potential Safety Hazards
Seventh schools should establish and improve the management system of hidden dangers investigation and rectification, implement the responsibility system of hidden dangers investigation and rectification step by step, clarify the responsible person, and ensure the implementation of hidden dangers investigation and rectification.
Article 8 Schools shall organize responsible persons to conduct self-examination every day to investigate potential safety hazards in each responsible area. Found hidden dangers should be reported to the school in a timely manner. The school registers and manages the hidden dangers found every day, establishes a ledger (see Annex 1 for details), and implements rectification according to the division of responsibilities.

After the school rectification is completed, submit an acceptance report to the education administrative department of the county (city, district), and the education administrative department of the county (city, district) will organize the acceptance. The contents of the acceptance report include: general situation of hidden dangers; Methods and measures adopted; Hidden dangers rectification scheme and results.
Article 11 The municipal education administrative department shall organize personnel to inspect schools within its jurisdiction once every six months, and shall issue a Notice of Rectification of Campus Safety Hidden Dangers within a Time Limit for the hidden dangers found in the inspection (see Annex II for details). After the school rectification is completed, it shall submit an acceptance report to the education administrative department at the city and county levels (cities, districts), and the acceptance shall be jointly organized by the city and county levels.
County (city, district) education administrative departments should refer to Annex II to make the Notice of Rectification of Campus Safety Hidden Dangers within a Time Limit.
Twelfth schools in the process of rectification of hidden dangers, should take warning signs, hanging protective ropes and lighting warning and other safety precautions to prevent all kinds of accidents in the process of rectification.
Thirteenth schools should consciously accept the inspection, supervision and guidance of the higher authorities on the investigation and rectification of hidden dangers, and carry out rectification as required.
Chapter V Supervision and Management of Safety Hidden Dangers Investigation and Rectification

Fifteenth institutions responsible for the supervision and management of the investigation and rectification of potential safety hazards shall regularly follow up and supervise the implementation of the rectification of potential safety hazards in schools, and make inspection records. For hidden dangers that are not rectified in time or may endanger safety, the accountability procedure should be started immediately according to the requirements of accountability pre-position.
Sixteenth schools should standardize the hidden danger investigation ledger and manage it scientifically. It is necessary to specifically record the name, location, description, possible influence scope and degree of harm, rectification time limit, rectification measures, rectification responsible person, etc. , and regular inspection and supervision.
Seventeenth schools should adhere to the principle of "who is in charge, who is responsible", in strict accordance with the division of responsibilities, earnestly carry out the investigation and rectification of various hidden dangers, so as not to follow the form and leave no dead ends. If the investigation and rectification of hidden dangers are not in place, the responsibility shall be investigated according to the requirements of accountability.
Chapter VI Pre-accountability of Potential Safety Hazards
Eighteenth where schools find their own security risks and rectification is not timely, the continued development may endanger the safety of teachers and students; Or the school itself has potential safety hazards that cannot be discovered in time, and the education administrative department discovers and informs the school of potential safety hazards; Or if the school is inspected and informed by the higher education administrative department that there is a big security risk and it has not been rectified, the accountability procedure for security risks will be started according to the accountability requirements.
Article 19 The education administrative department at a higher level will be accountable to the education administrative department directly in charge of the school for potential safety hazards that the school cannot independently complete rectification and timely report to the education administrative department directly in charge for coordination and solution, such as inadequate allocation of safety funds, potential safety hazards in the surrounding environment of the campus, illegal transportation of students' vehicles, etc.
Twentieth higher education administrative departments shall be accountable to the lower education administrative departments, and the higher education administrative departments or their entrusted agents shall be responsible for the accountability to the lower education administrative departments; When the administrative department of education is responsible for the schools under its jurisdiction, the principal responsible person of the administrative department of education or its entrusted agent shall be responsible for the principal responsible person of the school.
Twenty-first in any of the following circumstances, can be exempted from accountability:
(a) the hidden dangers of school complaints or reports have been rectified by themselves before investigation and verification;
(two) the school found that the security risks can not be rectified by itself, and has reported in writing to the education administrative department directly in charge, and the education administrative department has not helped solve them for a long time and has not given a reply;
(three) the administrative department of education found that the safety hazards could not be rectified by itself, and reported in writing to the local party committee and government, or coordinated the relevant departments in writing to help solve them, and the local party committee, government or relevant departments failed to solve them for a long time and did not give a reply;
(4) Due to force majeure (earthquake, flood, lightning, etc.). ), security risks are difficult to rectify.
The original or photocopy of the written report specified in the second and third paragraphs above shall be provided by the school or the administrative department of education.
Twenty-second accountability should clearly stipulate the time limit for rectification of potential safety hazards; The accountability department or school shall report the rectification results and treatment decisions of hidden dangers to the accountability department within the prescribed time limit.

Twenty-fourth schools can refer to these measures to formulate detailed rules for the investigation, rectification and accountability of potential safety hazards that are in line with their own reality.
Chapter VII Supplementary Provisions
