The current industry management system of China civil aviation air traffic control system is three-level management: air traffic control bureau, regional air traffic control bureau and air traffic control sub-bureau. The operation organization form is basically a three-level air traffic service system with area control, approach control and airport control as the main lines. The main responsibilities are: to implement the national air traffic control policies, laws and regulations and the rules, systems, decisions and instructions of the Civil Aviation Administration; To formulate the operation management system, standards and procedures of civil aviation air traffic control; Implement the airspace use and air traffic control development and construction plan formulated by the Civil Aviation Administration; Organize and coordinate the allocation and implementation of national flight time, airspace capacity and other resources; Organize and coordinate the construction of the national civil aviation air traffic control system; Provide nationwide air traffic control, communication and navigation monitoring, navigation information and aviation meteorological services, monitor the operation of the national air traffic control system, and be responsible for air traffic control support for special planes, important flight activities and civil aviation aircraft search and rescue; Research and develop new technologies for civil aviation air traffic control, and organize their popularization and application; To lead and manage the regional air traffic control bureaus of civil aviation, and be responsible for personnel, salary, finance, construction projects, asset management and information statistics of directly affiliated units according to regulations.

The Air Traffic Control Bureau of the Civil Aviation Administration of China leads and manages seven regional air traffic control bureaus of civil aviation and their subordinate air traffic control units. The air traffic control units in provincial capital cities (municipalities directly under the Central Government) are referred to as air traffic control branches, and other air traffic control units are referred to as air traffic control stations. The regional air traffic control bureau of CAAC is a subordinate institution of CAAC's air traffic control bureau, and its institutional specifications are equivalent to the bureau level of the deputy administrative department, and it implements enterprise management. The civil aviation air traffic control sub-bureau (station) is a public institution affiliated to the regional air traffic control bureau of civil aviation, and its institutional specifications are equivalent to the administrative level, and it implements enterprise management.
