Chapter I General Provisions Article 1 In order to strengthen the construction and management of inland waterways in this Municipality, rationally develop and utilize water transport resources, and give full play to the role of inland waterways in transportation, these Regulations are formulated in accordance with relevant laws and administrative regulations and combined with the actual situation of this Municipality. Article 2 These Regulations shall apply to the planning, construction, protection and management of inland waterways, waterway facilities and navigation-related facilities within the administrative area of this Municipality, except those directly managed by the transportation department of the State Council.

Special navigation channels and their facilities shall be built and managed by specialized units. Where there are provisions in these Regulations, these Regulations shall apply. Article 3 The Municipal Traffic Management Bureau (hereinafter referred to as the Municipal Traffic Bureau) is the administrative department in charge of inland waterways in this Municipality, and is responsible for organizing the implementation of these Regulations; Its subordinate Municipal Waterway Management Office is responsible for the specific management of the city's inland waterway, and implements administrative punishment according to the authorization of these regulations. The relevant district and county waterway management departments shall be responsible for the daily management of inland waterways within their respective jurisdictions in accordance with the division of responsibilities.

Other relevant administrative departments of this Municipality and the district and county people's governments shall, in accordance with their respective responsibilities, coordinate the implementation of these Regulations. Article 4 The construction and management of inland waterway in this Municipality shall follow the principle of overall planning, equal emphasis on construction and management, and unimpeded. Article 5 Waterways are public welfare infrastructure. The people's governments at all levels in this Municipality shall take active measures to ensure the investment in waterway construction and maintenance, support and encourage the development and utilization of inland waterways, and develop inland navigation. Article 6 This Municipality shall, in accordance with the relevant provisions of the State, classify the technical grades of inland waterways and formulate corresponding standards for the construction and maintenance of inland waterways. Article 7 Inland waterways, waterway facilities and navigation-related facilities are protected by the state, and no unit or individual may illegally occupy or destroy them.

The waterway management department of this Municipality shall strengthen the protection of inland waterways to ensure the smooth flow of waterways. Chapter II Planning and Construction Article 8 The planning of inland waterways in this Municipality shall follow the principle of overall planning and comprehensive utilization according to the actual needs of national economy and waterway transportation development and the requirements of building a high-grade inland waterway network connected with national trunk waterways.

Inland waterway planning should be coordinated with flood control, farmland water conservancy, environmental protection, tourism and other related planning. Ninth inland waterway planning in this Municipality shall be organized by the Municipal Transportation Bureau. After listening to the opinions of the relevant departments of the city and the people's governments of relevant districts and counties, it is comprehensively balanced by the municipal planning administrative department, approved by the municipal people's government, incorporated into the overall urban planning, and reported to the the State Council transportation department for the record. Article 10 This Municipality implements the control line system for inland waterway planning. The control line scheme of inland waterway planning is put forward by the municipal waterway management office after soliciting the opinions of the river administrative department, and implemented after being audited by the municipal transportation bureau and approved by the municipal planning administrative department. Eleventh Municipal Transportation Bureau shall, according to the inland waterway planning, formulate the inland waterway construction planning, and in accordance with the relevant provisions of the state and this Municipality, report to the municipal planning administrative department or the the State Council municipal transportation department for approval before implementation.

The special waterway engineering construction plan shall be prepared by the special unit and reported to the municipal waterway management office for the record before the implementation of the plan. Twelfth sources of inland waterway construction funds are:

Article 14 The design and construction of inland waterway and waterway facilities construction and maintenance projects shall conform to inland waterway navigation standards and technical specifications for inland waterway construction, take into account the requirements of flood control and drainage and environmental protection, and ensure the quality of the projects. Fifteenth inland waterway construction land requisition, in accordance with the relevant laws and regulations of land management. No unit or individual may illegally occupy land for inland waterway construction.

If the construction of inland waterway involves house demolition, it shall be handled in accordance with the provisions of the state and this Municipality on the construction of municipal infrastructure. Sixteenth inland waterway and special waterway construction and maintenance project is completed, the construction unit shall organize the acceptance, acceptance can be put into use.

After the completion of the construction and maintenance of inland waterway, the construction unit shall remove the remains such as dikes, residual piles, caissons and waste piers. Article 17 The relevant units and individuals shall not obstruct the survey, dredging, obstacle clearing, hydrological monitoring, setting survey marks and navigation AIDS carried out by the Municipal Waterway Management Office or the county-level waterway management institution for the construction and maintenance of inland waterways; If losses are caused to the relevant units and individuals due to the implementation of the above activities, the Municipal Waterway Management Office or the district/county waterway management department shall make compensation. Chapter III Protection and Management Article 18 The municipal waterway management office and the district/county waterway management departments shall formulate the inland waterway maintenance plan, organize and implement the maintenance according to the inland waterway maintenance requirements and technical specifications, and maintain the normal state of inland waterway and waterway facilities.
