(1) office

To comprehensively coordinate the affairs of the bureau; Responsible for the organization of the party group and the executive meeting, and supervise the matters agreed at the meeting; Responsible for drafting comprehensive and important manuscripts of the bureau; Responsible for document processing, seal management and confidentiality; Responsible for handling NPC and CPPCC proposals; Responsible for legal education and publicity; Responsible for the comprehensive management of the education system and the anti-drug propaganda work; Responsible for the construction of administrative efficiency, open government affairs and morals; Responsible for the standardization and management of educational administrative law enforcement and administrative licensing.

(2) Ideological Education Department (Party Committee Work Department)

To guide the ideological and political work of schools in the whole city, and to plan and guide the ideological and political work of schools; Guide the construction of socialist spiritual civilization in schools; Responsible for the ideological and political work of students and teachers in directly affiliated schools; Organize and care about the work of the next generation; To be responsible for the party building work of bureaus and directly affiliated schools; Responsible for the work of trade unions, Communist Youth League committees and women's federations of bureaus and directly affiliated units.

Responsible for the long-term planning and annual work plan of the city's education development; Responsible for school capital construction planning and project quality supervision; To guide the maintenance and safety of school buildings in counties and directly affiliated schools; Participate in reviewing the establishment, change and adjustment of senior high schools; Responsible for the management of private education in the city; Responsible for the development and construction of the city's education system information network; Guide information technology education in primary and secondary schools; To draw up the overall plan of the education system in Industry-University-Research, and be responsible for the guidance and declaration of educational and scientific research projects; To guide the work of education associations; Responsible for foreign education exchange.

(4) Personnel Section

To be responsible for the organization establishment, cadre personnel and labor wage management of bureau organs and directly affiliated units; Responsible for the inspection and appointment and removal procedures of the management cadres of the bureau party group; Responsible for the annual assessment of cadres and professional and technical personnel of bureau organs and directly affiliated units; Guide the employment of graduates from normal universities; Guide the reform of personnel and distribution system within the school; Manage the personnel files of directly affiliated units and school employees; Responsible for the work of retired cadres in conjunction with the organization and personnel department; Responsible for the contact between retired educators' association and working committee.

(5) Finance Section

Responsible for raising and managing education funds; Responsible for the management of funds of schools and institutions directly under the central government; Responsible for the management and use of city education surcharge; Unified management of special funds for education, and supervise the use; Responsible for the management of domestic and foreign loans, donations and other funds; To be responsible for the management of the financial files of the organs; To guide and manage student financial assistance.

(6) Basic Education Section

Responsible for popularizing nine-year compulsory education, eliminating illiteracy among young people and promoting quality education; Responsible for the high school graduation examination and the management of student status and education; Responsible for the senior high school entrance examination; Responsible for the evaluation and monitoring of the quality of basic education and the benefit of running a school; To guide the city's preschool education and special education; Responsible for school physical education, health and art education; Organize and guide students' physical health investigation and monitoring and prevention of common diseases and frequently-occurring diseases in conjunction with relevant municipal departments; Responsible for national defense education and military training of school students; Responsible for the comprehensive management of the surrounding environment of the school and the publicity and education of the legal system in primary and secondary schools; Responsible for school safety education; Guide the allocation of books and teaching instruments in primary and secondary schools.

(vii) Vocational, Technical and Adult Education Section

Responsible for the management of secondary vocational and technical schools and private secondary specialized schools; Responsible for the professional setting, academic system demonstration, approval and declaration of secondary specialized schools; Participate in the demonstration, establishment and management of higher vocational and technical schools; To manage the student status and academic qualifications of vocational and technical schools in the city; Responsible for the evaluation, inspection and management of the teaching quality of adult education; Responsible for the comprehensive reform of urban and rural education; Guide the city's self-study exams, radio and television, correspondence education with universities inside and outside the province, and education directly under secondary schools and adult colleges; Responsible for the evaluation, inspection and management of the teaching quality of adult education.

(8) Teacher Management Section

Responsible for the teacher's evaluation of the tree type; Responsible for the evaluation of professional and technical positions in schools and the organization and management of the appointment of professional and technical personnel in directly affiliated schools and units; Responsible for the evaluation of special-grade teachers in primary and secondary schools, the selection and management of key teachers; Responsible for the education of teachers' morality; Responsible for the qualification of teachers in the city; Responsible for the overseas inspection and training of professional and technical personnel in the education system; To guide the construction of teachers in primary and secondary schools, kindergartens, special education and vocational and technical schools in the city; Participate in the demonstration, examination and declaration of the establishment, change and cancellation of secondary normal schools and teacher training schools; To guide the work of secondary normal schools and teachers' further education schools;

(nine) Language Management Section (Office of the Municipal Language Working Committee)

To implement national, provincial and municipal laws, regulations, principles and policies on spoken and written languages, and to implement the norms and standards of national and provincial common spoken and written languages; Compiling medium-and long-term plans for language and writing work; To manage and supervise the application of Chinese characters commonly used in society according to law; Guide the promotion of Putonghua and Putonghua test; To undertake the specific work of the Municipal Language Working Committee.

(10) Audit Supervision Office
