The Ministry of Industry and Information Technology and other five departments issued the Guiding Opinions on Promoting the High-quality Development of Light Industry.

On June 17, the Ministry of Industry and Information Technology, Ministry of Human Resources and Social Security, Ministry of Ecology and Environment, Ministry of Commerce and General Administration of Market Supervision issued the Guiding Opinions on Promoting the High-quality Development of Light Industry (hereinafter referred to as the Opinions). According to the Opinions, by 2025, the comprehensive strength of light industry will be significantly improved, and its proportion in industry will be basically stable, and the role of expanding domestic demand and promoting consumption will be obvious.

In terms of strengthening the strategic support of scientific and technological innovation, the Opinions proposes to study, formulate and publish a number of scientific and technological innovation roadmaps in key areas in view of the weak links in industries such as papermaking, household appliances and daily chemicals, continue to improve the scientific and technological innovation system, and optimize the construction of standard systems. Among them, the "key technology research and development project" will accelerate the breakthrough of key technologies such as household appliances, paper making, light industrial machinery, daily chemicals, bicycle clocks and watches and scales, and food.

In terms of supply system, the Opinions proposes to increase and upgrade innovative products, such as vigorously developing functional foods, cosmetics, leisure and fitness products, baby products and light industrial products suitable for aging. Focusing on the urgent needs of health, child care and old-age care, it will also improve the level of quality assurance, strengthen brand cultivation services and promote new business models. Among them, the "brand cultivation project" will cultivate a number of internationally renowned brands through industry brand promotion, regional brand building and product brand cultivation.

In terms of upgrading the modernization level of the industrial chain, the Opinions proposes to use the industrial base reconstruction project to accelerate the shortcomings of light industry, accelerate the strong chain of the industrial chain, and promote the digital transformation of enterprises and a new model of service-oriented manufacturing around basic materials, parts, software, processes, parts and industrial technologies. Among them, the "Digital Development Promotion Project" aims at industries such as light industrial machinery, paper-making, leather, batteries, furniture and lighting appliances 1 1, and guides enterprises to apply a new generation of digital technology.

In terms of green and low-carbon transformation, the Opinions propose to promote the peak process of carbon dioxide emission from light industry in an orderly manner, draw a roadmap for low-carbon development in papermaking and other industries, build a green manufacturing system in an all-round way, and guide the consumption of green products. Among them, the "Green Low-carbon Technology Development Project" is aimed at industries such as plastic products, paper making, leather, batteries, daily chemicals, ceramic daily-use glass, food, etc., to accelerate energy conservation, emission reduction and carbon reduction.
