In violation of this regulation, a fine of 5000 yuan to 10000 yuan will be imposed; If the circumstances are serious, a fine of 654.38+10,000 yuan but not more than 30,000 yuan shall be imposed, and the directly responsible person in charge and other directly responsible personnel shall be fined 654.38+10,000 yuan and not more than 3000 yuan.

The express cabinet shall be kept free of charge for at least 18 hours.

Express delivery enterprises should obtain the consent of the recipients when using intelligent delivery facilities to provide services, and inform the recipients of relevant information in an appropriate way; If the recipient does not agree to use intelligent delivery facilities to deliver express mail, the express delivery enterprise shall provide delivery service according to the name and address agreed in the express delivery service contract.

10 From 1 October1,the requirements for postal express service are more standardized.

Express mail, fresh products and valuables with obviously damaged outer packaging and obviously inconsistent weight with delivery details shall not be delivered through intelligent delivery facilities, unless otherwise agreed with the sender. Intelligent delivery facilities operating enterprises should set up free mail (express mail) with a storage period of not less than 18 hours.

Express delivery enterprises illegally use intelligent delivery facilities to deliver express mail, and the municipal postal administration department shall order them to make corrections. If no correction is made within the time limit, a fine of 654.38+10,000 yuan but not more than 5,000 yuan shall be imposed, and the directly responsible person in charge and other directly responsible personnel shall be fined not less than 2,000 yuan from 500 yuan.

Encourage the construction of intelligent delivery facilities.

The resource planning department shall incorporate the infrastructure of postal and express service terminals such as intelligent delivery facilities into the relevant planning of public service facilities, and set up parking and loading and unloading land. The construction department shall incorporate public service facilities such as intelligent delivery facilities into the requirements of construction specifications.

Encourage built buildings to maintain, update and transform public service facilities such as intelligent delivery facilities as needed, or upgrade and transform existing letter boxes into intelligent delivery facilities. With the consent of the owners, the owners' congress or the owners' committee authorized by the owners' congress, the relevant expenses can be paid with special maintenance funds for the property.

Residential areas should support intelligent delivery facilities operators to set up intelligent delivery facilities in residential areas in terms of venues and electricity consumption. If it is really necessary to pay the venue rental fee, it shall be approved by the owner, the owners' assembly or the owners' committee authorized by the owners' assembly.

Enterprises should strengthen traffic safety management.

The "Regulations" stipulate that postal and express delivery enterprises should implement the main responsibility of enterprise traffic safety, strengthen the safety management of electric bicycles, electric tricycles and their drivers in their own units, and list in detail five management responsibilities that enterprises are required to implement.

The municipal postal administration department and the traffic administration department of the public security organ shall establish a cooperative mechanism for the management of postal and express service vehicles. If the road traffic safety violations of postal and express delivery service vehicles are serious, the principal responsible persons of postal and express delivery enterprises shall be interviewed. If the postal and express delivery enterprises have not been rectified or the rectification is not in place after the interview, the municipal postal administration department shall impose a fine of more than 20 thousand yuan.
