Recently, the imported local epidemic that occurred in our city has achieved initial results with the joint efforts of the general public. The results of the regional nucleic acid testing carried out by our city on October 12 were all negative. However, the current domestic epidemic situation is severe and complex, and the pressure of "foreign import prevention" in our city is still great. In order to carry out scientific and accurate epidemic prevention and control work and resolutely prevent the risk of epidemic import, the relevant matters are hereby announced as follows.

1. After comprehensive research and judgment, except for the continued closure of places involved in the trajectory of positive cases outside the province, Longsha District, Jianhua District, and Tiefeng District will resume normal epidemic prevention and control from the time of this announcement. .

2. In order to do a good job in "preventing foreign imports", anyone who intends to arrive or return to Qiqihar outside the city in the near future must proactively report to the community or unit two days in advance and scan the "Qiqihar Arrival and Return Personnel Code" ”, fill in the relevant information truthfully and completely. Arriving personnel must present a negative nucleic acid certificate within 48 hours and actively cooperate with on-site nucleic acid testing. After arriving at their destination in our city, they will not move until the results of the nucleic acid test are obtained.

3. Scan double codes at all traffic checkpoints, and carefully check the scanned code results. "Hand-to-hand" closed-loop transfer will be implemented for returnees from high-risk areas and areas with greater risk of epidemic spillover.

4. People arriving and returning to Qinghai must strictly abide by relevant control measures. In addition to the nucleic acid testing requirements for people arriving and returning from epidemic-free areas outside the city, they must not dine together, gather together, or participate in gathering activities within 7 days. Do not go to crowded places, do not take public transportation, and do self-health monitoring.

5. The general public must strictly abide by various regulations on epidemic prevention and control, and implement the protective measures of "scanning codes, taking temperature checks, and wearing masks" when entering various key institutions and public places.

6. All kinds of key institutions and public places must strictly implement code scanning and code verification measures. For the "Hecheng Safety Code", red code, yellow code and "Big Data Trip Code" will be displayed. Persons who have been involved in the city's epidemic within the past 7 days are strictly prohibited from entering, and should be reported to the local epidemic headquarters if found. 7. The general public should maintain a safe social distance, reduce movement and gatherings, develop good hygiene habits and lifestyles, and do not hold gatherings unless necessary. If they are really necessary, they must go through the approval procedures. 8. The general public should not leave home unless necessary and do not go to epidemic-related areas with medium and high risk areas.

9. It is strictly prohibited to maliciously spread rumors, lie and conceal personal information. Those who refuse to implement the requirements of this announcement and the city’s relevant regulations on epidemic prevention and control will be held accountable in accordance with the law.
