Waste and toxic substances, if the circumstances are particularly serious; (2) Discharging, dumping, and disposing of radioactive waste, waste containing infectious disease pathogens, and toxic substances into important rivers and lakes designated by the state, and the circumstances are particularly serious; (3) Causing a large amount of permanent basic farmland to lose its basic functions or suffering permanent damage; (4) Causing multiple people to be seriously injured or seriously ill, or causing severe disability or death. If the conduct in the preceding paragraph is committed and constitutes other crimes at the same time, the offender shall be convicted and punished in accordance with the provisions on heavier penalties.
