Measures of Nanchang Municipality on the Administration of Public Security Video Image Information System

Chapter I General Provisions Article 1 These Measures are formulated in accordance with relevant laws and regulations and combined with the actual situation of this Municipality in order to standardize the management of public safety video image information systems, safeguard public safety and safeguard the legitimate rights and interests of citizens, legal persons and other organizations. Article 2 These Measures shall apply to the planning, construction, maintenance, application, supervision and management of public safety video image information system within the administrative area of this Municipality.

The term "public safety video image information system" as mentioned in these Measures refers to a system that uses video image acquisition technology and equipment to collect, transmit, control, display and store image information in places and regions involving public safety. Article 3 The people's governments of cities and counties (districts) shall strengthen the organization and leadership over the management of public safety video image information systems, establish a work coordination mechanism, and deal with major issues in management in a timely manner. Fourth municipal public security organs are responsible for the management of the city's public safety video image information system; County (District) public security organs in accordance with the division of responsibilities, responsible for the area of public security video image information system management.

Development and reform, industry and information technology, finance, planning, construction, market and quality supervision, urban management, landscaping and other departments shall, according to their respective responsibilities, do a good job in the management of public safety video image information systems.

Power supply, communication operation, radio and television and other units shall cooperate with the related work of public safety video image information system. Article 5 The public security video image information system shall follow the principles of unified planning, unified standards, overall planning, resource sharing and legal use. Article 6 No unit or individual may use the public security video image information system to disclose state secrets and business secrets and infringe upon personal privacy and other legitimate rights and interests. Article 8 A public safety video image information system shall be built at the main entrances, exits, passages or key parts of the following places and areas:

(2) Important transportation hubs such as airports, ports and stations, important traffic sections of urban trunk roads and highways, important traffic intersections such as large bridges, tunnels and underground passages, and important means of transportation such as subways, passenger vehicles and boats;

(three) large-scale energy and power facilities, water conservancy facilities and urban water, electricity, fuel and gas supply facilities;

(4) Telecommunications, postal services and financial institutions;

(five) education, scientific research, medical institutions and large-scale cultural, sports venues and Internet cafes;

(six) museums, archives and key cultural relics protection units;

(seven) large commercial, logistics and material reserve centers, large squares, parking lots, parks and tourist attractions;

(eight) units that develop, produce, sell and store dangerous goods or experiment and preserve infectious strains and viruses;

(nine) scientific research and production units and national key construction engineering units of important products of national defense science, technology and industry;

(10) Residential quarters;

(eleven) other places and areas as prescribed by laws and regulations. Ninth dormitories, hotel rooms, bathrooms, changing rooms, bathrooms and other places and areas involving citizens' personal privacy, it is forbidden to equip and install public safety video image information systems. Article 10 The construction of public safety video image information system shall conform to relevant national standards and technical specifications, and obvious signs shall be set up.

Setting up outdoor advertisements, erecting pipelines, planting trees or setting up other facilities shall not interfere with the image acquisition of the existing public safety video image information system. Eleventh new construction, renovation and expansion projects need to build a public safety video image information system, public safety video image information system should be designed, constructed and operated synchronously with the main project. Twelfth the construction of public safety video image information system, the construction unit can choose qualified safety technical prevention products and qualified safety technical prevention system design, construction and maintenance units. Public security organs and other relevant departments shall not designate product brands and sales units, design, construction and maintenance units or use their powers to seek illegitimate interests. Before the implementation of these measures, the units that have built the public safety video image information system shall, within 90 days from the date of implementation of these measures, report the relevant information to the local county (district) public security organs for the record. Fourteenth municipal public security organs shall, in accordance with the requirements of legality, safety and standardization, network and integrate the resources of public security video image information systems invested or leased by the government to realize the sharing of video image information among departments. Relevant departments should cooperate.

Non-government investment in the construction of public safety video image information system, its construction or use of units should be in accordance with the relevant national standards to reserve networking interfaces.
