3. (Deadline and Demography) After Town Street approves the development of rural organic renewal, village-level organizations should make clear the deadline of rural organic renewal demography through democratic decision-making, define qualified homestead holders, and report to Town Street for confirmation and registration.

4. (Scale Calculation) Town Street shall review the total scale of village construction land according to the registration of qualified homestead owners and report it to the Natural Resources and Planning Bureau for approval.

(Detailed Rules for Implementation) Village-level organizations shall formulate detailed rules for the implementation of rural organic renewal, which shall be discussed and approved by the villagers' representative meeting and reported to Jie Zhen for approval.

6. (Accurate Calculation) Village-level organizations shall conduct pre-examination on household resettlement bases according to the approved total scale of village construction land and the registration of eligible homestead owners and new population, accurately calculate the household resettlement area and report it to Jie Zhen for approval.

7. (Voluntary Choice) Farmers can voluntarily choose a variety of resettlement methods, such as vertical residence, all-high-rise or high-low combination, cross-village and cross-town resettlement of homesteads, and purchasing commercial housing after withdrawing from homestead qualification, gathering high-rise houses in new communities or relocating houses by the government. For farmers who voluntarily promise to choose homestead for cross-village and cross-town street resettlement, the corresponding village construction land scale shall be deducted from the approved scale.

8. (Handling land supply) After the scale of village construction land is finally determined, the overall land supply procedures shall be handled according to regulations. Involving new construction land, in accordance with the provisions of the first approval procedures for agricultural conversion.

9, village planning) Town Street organizes the preparation of multi-regulation village planning according to the household resettlement base, household resettlement area and the proportion of village public service facilities. 10, (Examination and Approval of Household Administration) According to the agreement on homestead placement signed between village-level organizations and farmers, Jie Zhen completed the examination and approval of household administration through the joint platform of "one network for farmers to build houses". Towns and streets should implement the joint examination system and organize relevant functional units to conduct parallel investigation and examination on the basic situation of household registration, population, household registration and ownership of old houses. , and publicity of household approval. 14, (Planning and Construction Approval) For the construction of vertical residential buildings, according to the approved household area and location, Jie Zhen will promote the project planning permission through the joint platform of "One Network Building Farmers' Housing". Multi-storey and high-rise residential buildings in rural areas will be built in a centralized and unified way. Through the joint platform of "one network for farmers to build houses", Jie Zhen will realize the parallel push of construction land planning permission, land supply, construction project planning permission and construction permission.

15, (construction management) the town street organization started construction after alignment. Village-level organizations, towns and streets, agricultural and rural bureaus, construction bureaus, natural resources and planning bureaus, and administrative law enforcement bureaus shall, in accordance with their duties, supervise and inspect the process of building houses for farmers.

Article 5 (Land Security) Villages that have implemented organic rural renewal in accordance with these Measures and completed the demolition of old houses as planned need new construction land, which shall be given priority in the annual land use plan of the whole city.
