The latest requirements for crowd gathering activities in Shaoxing, Zhejiang in 2022

Working Principles

Adhere to the general strategy of "preventing external imports and domestic rebound" and the general policy of "dynamic clearing", and adhere to strict monitoring, strict investigation, strict risk control, and strict implementation The "Four Stricts" work requirements consolidate the "four party responsibilities" of jurisdictions, departments, units, and individuals, focus on key links before, during, and after the meeting, strengthen epidemic prevention and control measures for key personnel and key places, and implement traceability of the entire process and chain. Management, implement nucleic acid testing of all employees, full health monitoring, strictly build a prevention and control network, minimize the risks related to the epidemic, and ensure the successful holding of large-scale exhibitions, conferences and other crowd gathering activities.

Scope of application

This work guideline applies to large-scale conferences, exhibitions, cultural activities, sports events and other crowd gathering activities held in the province with more than 200 people.

For large-scale events with overseas participants, corresponding epidemic prevention and control requirements should be formulated based on the epidemic situation in my country during the event, the epidemic situation in the countries where overseas participants are located, and the epidemic prevention policies at the time. In principle, the same epidemic prevention policies as those from our country will be implemented.

Prevention and control measures

01 Preparation for the event

According to the principles of "whoever organizes, whoever is responsible" and "whoever organizes, whoever is responsible", the event will be hosted and hosted The unit shall fulfill its main responsibilities, formulate epidemic prevention and control work plans, emergency plans or related work systems in advance, and implement prevention and control measures. It is prudent to hold foreign-related gathering activities. In principle, large-scale crowd gathering activities should not be held in counties where medium- and high-risk areas are located, counties where containment areas, control areas, and prevention areas have not yet been lifted, or counties where local cases have occurred. After determining the time and location of the event, the organizer should formulate a risk assessment plan and conduct a risk assessment 2 weeks before the event based on the nature, scale and other characteristics of the event. Before the assessment, try to collect information such as the place of origin of the participants, the distribution of the venues where the event will be held, the arrangement of the event process, and the supply of drinking water and food. The measures proposed in the risk assessment require timely implementation and rectification. The organizer organizes pre-job training for staff before the event, and designates a dedicated person to be responsible for epidemic prevention and control information reporting, liaison and coordination, conducts health screening of event participants, and ensures that event staff master basic epidemic prevention and control skills and emergency response Disposal process, and take timely measures to deal with abnormal situations.

Health screening

Mainly includes COVID-19 vaccination, epidemiological history screening, health monitoring, nucleic acid testing and other work.

01

According to the principle of receiving the first responder, in principle, all participants should complete the full course of COVID-19 vaccination before the event; those who meet the conditions for enhanced immunization should complete the enhanced immunization in time Vaccination.

02

The organizer will inform participants in advance. The national event requires participants to conduct daily health monitoring from 14 days before registration, check body temperature in the morning and evening, and self- Observe for suspected symptoms such as chills and cough. If the body temperature exceeds 37.3°C or suspected symptoms appear, you should see a doctor in time to rule out infectious diseases. Only those whose declaration status is normal, whose "health code" and itinerary card are normal, and who provide proof of a negative nucleic acid test within 48 hours upon check-in can participate in the event.

03

If necessary, the Provincial Big Data Bureau can conduct advance inquiries and epidemiological history screening on the "health code" status of participants.

04

Currently, everyone participating in large-scale events needs to undergo nucleic acid testing. When registering, you must provide proof of a negative nucleic acid test within 48 hours, and participants coming to Zhejiang from other provinces are encouraged to undergo an on-site test; during the event, all participants will conduct regular nucleic acid tests in accordance with the epidemic prevention and control requirements of the district and city where the event is held.

05

① Traveling to medium- and high-risk areas within the country within 14 days before registration or traveling abroad within 21 days Those who have a history of COVID-19 infection, or are judged to be close contacts or sub-close contacts of people infected with the new coronavirus, who are undergoing centralized isolation medical observation, home health observation and daily health monitoring;

②Confirmed cases who have been cured and discharged and those who have been discharged from hospital Asymptomatic infected persons who have been released from centralized isolation and medical observation are still within the follow-up and medical observation period;

③ Those who cannot produce a negative nucleic acid test certificate within 48 hours before reporting, or whose nucleic acid test results are abnormal;

④ If it is found during daily health monitoring 14 days before registration that the body temperature exceeds 37.3°C or suspected symptoms appear, and infectious diseases have not been ruled out or physical symptoms are still present when registering for the meeting;

⑤ The "health code" is not a green code, the itinerary card is abnormal, and the abnormality cannot be ruled out.

Materials and venue preparation

Exhibition sites, conference venues, hotels for participants and other event service agencies should be equipped with necessary epidemic prevention and control facilities, equipment and supplies, and body temperature measurement points should be set at The entrances to the exhibition hall and venue are equipped with thermal imaging temperature measurement equipment, infrared temperature measurement guns, as well as disposable medical surgical masks, hand sanitizers and other protective equipment, and service desks are set up with personnel on duty. The organizer should provide participants with necessary protective equipment such as masks; public areas should be equipped with sufficient hand-washing disinfectants, masks, gloves, hand sanitizer, and sufficient hand-washing facilities, toilet paper, trash cans, etc. for participants to use .
