Article 2 These Regulations shall apply to the urban built-up areas within the administrative area of this Municipality and the urbanization management areas delineated and announced by the people's governments of cities and counties (cities, districts). (five) other city appearance and environmental sanitation responsibilities as stipulated by laws, regulations and rules.
