First, strengthen leadership and achieve "three inclusion".

Integrating the creation of a safe and civilized campus with the school's teaching, scientific research and education, and organically combining it with the school's construction and development is an important guarantee for promoting education reform and development, and is also an inevitable requirement for personnel training. Jiangxi Provincial Comprehensive Management Committee School and the surrounding comprehensive management leading group have effectively strengthened the organization and leadership of the creation activities and adhered to the "three inclusion". First, the creation activities are included in the overall development plan of education in the province, which provides institutional guarantee for the extensive and lasting development of the creation activities. In the "Eleventh Five-Year Plan" of Jiangxi's educational development, more than 80% schools at all levels in the province before 20 10 were listed as "safe and civilized campuses". At the same time, starting from 2006, according to this work goal, a three-level evaluation system at the provincial, municipal and county levels has been established, and an annual creation plan has been formulated. The third is to incorporate the creation activities into the annual assessment of the comprehensive management of social security in schools and surrounding cities, and provide measures to ensure the solid and effective development of the creation activities. Take the creation activities as an important part of the target assessment of comprehensive management of public security in schools and surrounding areas in various cities, and incorporate them into the detailed rules for target assessment and scoring, so as to promote the implementation of various work measures for the creation activities in various places. In 2005, three cities with good activities were awarded points, and three cities with problems were deducted points. In addition, schools put the creation work on an important agenda, and study, deploy and implement it in a unified way with the construction and development of schools. The second is to highlight key points and strengthen the "three constructions".

During the establishment, we insisted on improving the ability of prevention, discovery, control and disposal of the school, and focused on strengthening three constructions: First, strengthening the system construction. In the process of promoting the creation of a safe and civilized campus, we always adhere to the management according to law and standardize management, and earnestly regard system construction as an important guarantee for the creation work. During the establishment of the school, a series of rules and regulations in line with the actual situation of the school were further improved and perfected, including: campus management system, student management system, contradiction and dispute investigation system, important information reporting system, key parts management system, dangerous goods management system, major incident reporting management system, guard registration and verification system, public security patrol inspection system, early warning plan for campus public emergencies, and responsibility investigation system for campus safety and civilization construction. Many schools have compiled these systems into books and distributed them to every teacher and student, so that everyone can have a book. For example, in the process of establishing Gannan Normal University, the security work system, student work manual and residence code of Gannan Normal University were compiled and distributed to teachers and students, and the establishment procedures were standardized, so that there were rules to follow and violators were investigated.

The second is to strengthen team building. It is an important part of the creation work to strive to build a safe and stable team of school workers who are firm in politics, proficient in business, excellent in style, able to bear hardships, fight and contribute. In the founding activities, we insisted on strengthening team building in a prominent position, and established a team that combines education and management, full-time and part-time, and students and teachers, thus maintaining the stability of the school. At present, in addition to full-time security guards and school guards, the evaluated colleges and universities have generally established several teams to maintain stability, such as public security information officers, legal publicity, building care, student civilized picketing, voluntary fire fighting, conflict investigation and mental health consultation. The safety liaison system established by Shangrao Normal University has played an active role in collecting students' ideological trends, legal publicity, safety education and supervision, assisting class teachers to mediate contradictions and disputes, effectively resolving various contradictions and disputes, and deepening students' understanding and support for the activities of creating safety civilization.

The third is to strengthen hardware construction. It is an objective need to build a campus public security prevention and control system with campus 1 10 command center as the hub and integrating civil air defense, physical defense and technical defense. In 2003, the experience and practice of East China Jiaotong University's "Campus 1 10" comprehensive service system was popularized in colleges and universities throughout the province, and a comprehensive campus security prevention and control system was established. After more than two years' efforts, especially through the activities of creating a safe and civilized campus, colleges and universities in the province have increased investment, strengthened materials and equipment, and built a modern security technology prevention system while increasing hardware construction such as environmental improvement and infrastructure transformation. Since its establishment, Nanchang University has invested nearly 8 million yuan to build high-tech prevention systems such as campus TV monitoring system, anti-theft alarm system and automatic fire smoke alarm system, which has comprehensively improved the campus safety prevention ability. The primary and secondary schools in the province not only do a good job in the construction of campus alarm points, but also build a modern security technology prevention system in combination with the actual situation of the school. The primary and secondary schools in the first batch of provincial safe and civilized campuses in Nanchang have all built campus TV monitoring systems. According to the statistics of five colleges and universities that declared safe and civilized campus in 2005, in the past year, "110" * * of five colleges and universities received more than 3,000 police calls, provided services to teachers and students 1300 times, accepted more than 600 requests for help from teachers and students, and mediated disputes between teachers and students1.

The first is to combine environmental improvement with spiritual civilization construction. By optimizing the educational environment, we can cultivate the ideological sentiments of teachers and students, cultivate good spiritual outlook and create a good humanistic environment and public security environment for school education. While strengthening environmental improvement and infrastructure construction, we should strengthen ideological and political work, ideological and moral education and spiritual civilization construction. Since the founding of the activity, combined with strengthening the ideological and moral construction of minors, the activities of "three educations" (promoting and cultivating national spirit education, cultivating civilization education and honesty education) and "five constructions" (moral education curriculum construction, moral education team construction, campus culture construction, sunshine internet cafe construction and moral education curriculum construction) have been carried out in primary and secondary schools. Schools in the province have carried out a series of publicity and education activities, such as the "Fourth Five-Year Plan" study on popularizing the law, campus safety publicity and education month activities, legal safety education knowledge contest activities, safety and civilized summer vacation activities and so on. Especially in view of the current situation of various public security incidents caused by college students' psychological problems, psychological education for students has been strengthened. Psychological counseling centers have been set up in colleges and universities in the province, and the investigation, detection and filing of mental health have been carried out, and the intervention mechanism for students with mental disorders has been established. A mental health file was established for nearly 300,000 students in grades 04 and 05. The mental health consultation work carried out by Gannan Normal University has been affirmed by the central leadership and the main leaders of the provincial party committee. The conference on mental health education in colleges and universities of the Ministry of Education introduced the experience and practice of developing mental health education in Jiangxi Province, and the People's Daily made a key report. The theoretical articles on mental health written by our province were published in Guangming Daily in the name of Deng Xiaoping Theory and Theory of Three Represents Research Center of the Ministry of Education.

The third is the combination of peripheral governance and territorial construction. In order to create a good surrounding environment, give full play to the organization and coordination role of schools at all levels and the leading group for comprehensive management around campus, regularly carry out centralized management of public security around campus, and solve some outstanding problems that affect safety in time. At the same time, we have also established a comprehensive management office in colleges and universities, equipped with specialized personnel to be responsible for the daily work of the comprehensive management office, and insisted on holding regular joint meetings between the school and the local comprehensive management office to carry out joint school activities. Through the "four links" activities (friendship, joint defense, joint adjustment and joint governance) with surrounding areas, townships (towns) and villages, we have strengthened contacts, enhanced feelings, resolved contradictions, formed * * * knowledge, and laid a good foundation for improving the surrounding environment of the campus.

By carrying out the activities of creating a safe and civilized campus, we deeply realize that the activities are a powerful measure to improve the ideological and moral quality of teachers and students, improve the quality of campus cultural life, create a good campus order and a beautiful campus environment, and are an effective carrier to comprehensively promote the comprehensive management of the school and its surrounding areas.
