Article 2 The term "morning and night market" as mentioned in these Measures refers to a public trading place that operates at a designated location, opens and closes at specified times, and mainly operates catering services, small commodities, agricultural and sideline products, publications and cultural supplies. Article 3 All units and individuals that open morning and evening markets and engage in business activities in the morning and evening markets within the administrative area of ??this city shall abide by these regulations. Article 4 The municipal municipal and city appearance administrative department is responsible for the planning, coordination and review of morning and evening market establishments.

The departments of industry and commerce, public security, health, environmental protection, forestry, agriculture and animal husbandry, culture, administrative comprehensive law enforcement, quality and technical supervision and other departments should do a good job in morning and night market management in accordance with their respective responsibilities.

The district (county), township (town) people's government and sub-district offices where the morning and evening markets are located should strengthen the daily supervision and management of the morning and evening markets. Article 5 The municipal administrative department in charge of city appearance shall work with the district (county) people's government where the morning and evening markets are located to prepare a morning and evening market establishment plan, and submit it to the municipal people's government for approval before organizing its implementation. Article 6 If it is necessary to occupy urban roads to open morning and night markets, the right to use the business premises shall be obtained through bidding, auction, etc. The bidding and auction of the right to use business premises shall be organized and implemented by the district (county) people's government where the morning and evening market is located.

The specific conditions and procedures for the bidding and auction of the right to use the morning and evening market business premises shall be separately stipulated by the municipal municipal and city appearance administrative department in conjunction with the district (county) people's government. Article 7 The establishment of a morning and night market must be approved by the municipal administrative department for city appearance in accordance with the law, and the relevant procedures must be completed at the industrial and commercial administrative department before it can be opened. (3) Set up complaint points in the market and set up legal and qualified free re-inspection measuring instruments;

(4) Market operators who produce and sell counterfeit and shoddy goods and other behaviors that disrupt the order of market operations must be stopped or reported to relevant departments in a timely manner;

(5) Other responsibilities prescribed by laws and regulations. Article 11: The morning market opens at 7:00 and closes at 9:00; the night market opens at 20:30 and closes at 2:00 a.m. the next day (all Beijing time).

Morning and night market operators should organize and complete the cleaning of the venue within 30 minutes after the market closes to ensure that the venue is clean and the traffic is smooth.
