Volunteer Service Regulations of Jiangsu Province
Chapter 1 General Provisions Article 1 In order to promote the spirit of volunteer service, promote the development of volunteer service, regulate volunteer service activities, and protect the legitimate rights and interests of volunteers, volunteer service organizations and volunteer service objects, in accordance with relevant laws and These regulations are formulated in accordance with the provisions of administrative regulations and in combination with the actual conditions of the province. Article 2 These Regulations shall apply to volunteer service organizations and volunteers engaged in volunteer service activities within the administrative region of this province. If laws and regulations provide otherwise, such provisions shall prevail.
Volunteer services as mentioned in these regulations refer to public welfare behaviors that are not for profit and are performed by volunteers to voluntarily help others and serve the society, arranged by volunteer service organizations.
Volunteer service organizations as mentioned in these Regulations refer to non-profit social organizations registered in accordance with the law and engaged in voluntary services.
Volunteers as mentioned in these Regulations refer to individuals who are registered with volunteer service organizations and who use their own knowledge, skills, physical fitness, etc. to voluntarily help others and serve the society without the purpose of receiving compensation. Article 3: The volunteer service coordination agencies of provinces, cities divided into districts, and counties (cities, districts) are responsible for planning, coordinating, and guiding volunteer service work within their respective administrative regions. The departments and units that form the volunteer service coordination agency shall provide guidance on volunteer service work within their respective divisions of labor. State agencies, social groups, enterprises, institutions and other organizations should encourage and support volunteer service activities.
Schools, families and society should cultivate young people's awareness of volunteer service, encourage and support young people to participate in volunteer service activities within their capabilities. Article 5: The whole society should respect the labor of volunteer service organizations and volunteers.
Encourage citizens who are qualified for volunteer service to actively participate in volunteer service activities. Chapter 2 Volunteer Service Organizations Article 6 Provincial, districted cities and counties (cities, districts) volunteer associations shall be registered and established in accordance with the State Council's "Regulations on the Registration and Management of Social Groups" with the civil affairs departments of the people's governments at or above the county level.
Volunteer associations can set up branches as needed.
The Volunteer Association performs the following responsibilities:

Article 7 Qualified enterprises, institutions, communities, streets (townships) and other organizations may establish volunteer service organizations as needed, register with the civil affairs department of the people's government at or above the county level in accordance with the law, and join volunteer associations to become their group members.
Volunteer service organizations carry out volunteer service activities in accordance with their charter and perform the following responsibilities:
(1) Responsible for the recruitment, registration, training and assessment of volunteers;
(2) Organize and implement volunteer service projects;
(3) Provide necessary assistance to volunteers and safeguard their legitimate rights and interests;
(4) As stipulated in the articles of association of volunteer service organizations Other duties. Article 8 When volunteer service organizations recruit volunteers, they shall announce volunteer service projects and the conditions, quantity, and service contents of volunteers in an appropriate manner. Article 9 Volunteer service organizations should establish a volunteer registration system and encourage volunteers to register and participate in long-term volunteer services.
Volunteer service organizations shall issue volunteer certificates to registered volunteers. The specific format and management methods of volunteer certificates are uniformly stipulated by the Provincial Volunteer Association. Article 10 Volunteer service organizations shall establish a system for the accumulation of volunteer service time and performance evaluation system for volunteers, and use the accumulation of time and performance for completing volunteer services as the basis for proving volunteer service, assessing and commending volunteers.
If a volunteer has participated in more than 400 hours of volunteer service in total, he or she can apply to the county (city, district) volunteer association for the issuance of a volunteer service honor card with proof of volunteer service. Chapter 3 Volunteers Article 11 Volunteers shall have corresponding civil capacity.
Persons with limited capacity for civil conduct may participate in volunteer service activities appropriate to their age, physical and mental condition, but must obtain the consent of their guardians. Article 12 Volunteers enjoy the following rights:
(1) Participate in volunteer service activities of volunteer service organizations;
(2) Receive knowledge and skills training related to volunteer services;
(3) Supervise the work of volunteer service organizations and make suggestions, criticisms and opinions;
(4) Obtain relevant information about volunteer service activities participated in;
(5) Obtain the necessary material and safety guarantees to participate in volunteer service activities;
(6) Give priority to obtaining volunteer services when you have volunteer service needs;
(7) Withdraw from the volunteer service organization;
(8) Other rights stipulated in laws, regulations and the articles of association of the volunteer service organization.
